The President of Treasury Board and Minister of Finance is seeking applications from individuals interested in serving as the vice-chair or a member of the Alberta Automobile Care-First Tribunal (ACT).
This posting will fill four (4) part-time member positions, one of whom will be designated vice-chair.
The ACT seeks to be representative of all Albertans, and applications are encouraged from individuals residing anywhere within the province
The ACT is established under the Automobile Insurance Act (AIA) (not yet in force) and the Alberta Automobile Care-First Tribunal Regulation (regulation) (not yet in force).
As an independent, quasi-judicial tribunal operating within Alberta’s Care-First automobile insurance system, the ACT has exclusive jurisdiction to hear and determine appeals arising from insurer decisions related to Care-First benefits and compensation. The ACT provides an impartial forum for resolving disputes involving entitlement to benefits, treatment and rehabilitation, assessments, compensation, and other matters arising under the AIA and its regulations.
The ACT exercises its authority through hearings, investigations, mediation, adjudication, and written decisions issued by its appointed members. In carrying out its mandate, the ACT must ensure that the principles of procedural fairness and natural justice are respected.
The ACT has broad statutory powers to conduct inquiries, compel the production of relevant information, obtain independent medical advice, facilitate settlements and mediation, and confirm, vary, or reverse insurer decisions. Its decisions are final and binding, subject only to judicial review by the Court.
Through fair, timely, and transparent dispute resolution, the ACT helps ensure that Albertans have access to an independent avenue of appeal when they disagree with decisions made by their automobile insurer.
Tribunal Member
Tribunal members serve as independent administrative decision-makers responsible for hearing and determining appeals arising from insurer decisions under Alberta's Care-First automobile insurance framework. Members review and assess evidence, apply the AIA and its related regulations, Tribunal rules, and principles of procedural fairness, and participate in hearings and dispute resolution processes. Members issue clear, impartial, and well-reasoned decisions and may sit individually or as part of a hearing panel. Through their adjudicative responsibilities, members contribute to the fair, timely, and consistent resolution of disputes and help maintain public confidence in the Tribunal’s processes and decisions.
Members may be appointed by Ministerial Order for a term of up to three (3) years and may be eligible for reappointment for additional terms.
Chair/Vice-Chair
The chair provides leadership and oversight for the Tribunal and is responsible for its overall governance, effectiveness, and administration. In addition to carrying out the duties of a Tribunal member, the chair oversees Tribunal policies and procedures, supports and provides direction to Tribunal Members, monitors operational performance, serves as the primary liaison with the Secretariat, and represents the Tribunal in communications with stakeholders and government as required.
Chair and vice- chair may be appointed by Ministerial Order for a term of up to five (5) years and may be eligible for reappointment for additional terms.
Please Note (for all positions):
Individuals must be at least 18 years old, must not have the status of bankrupt, must not have been convicted in the last 5 years of certain offences. Individuals must also not be:
- an adjuster, an insurance agent, or a special broker;
- a director or officer of an insurer, extra-provincial crown insurer or affiliate thereof, a financial institution, a life company, a mutual provincial company or a provincial company;
- A medical assessor who is authorized to conduct medical assessments under the Automobile Insurance Act; or
- A health care practitioner or someone who is the director, officer, operator or owner of a health care business that provides or is under contract to provide services to an insurer.
REQUIRED COMPETENCIES AND PROFESSIONAL EXPERIENCE
The ACT aims to achieve an appropriate mix of expertise, experience and perspectives to support its mandate.
Individuals must have experience or expertise relevant to Tribunal hearings, including experience or expertise related to law, health care or conducting investigations or hearings.
Successful Tribunal Members will bring a combination of the following qualifications:
- Administrative Decision-Making
Experience making impartial decisions in a tribunal, regulatory, quasi-judicial, disciplinary, public-sector, or professional governance environment.
- Hearings, Appeals and Adjudication
Experience conducting hearings, appeals, investigations, reviews, arbitrations, or formal dispute-resolution proceedings.
- Dispute Resolution and Mediation
Experience facilitating resolution between parties through mediation, negotiation, conflict management, complaint resolution, or ombudsman functions.
- Legal and Administrative Law
Experience interpreting legislation, applying legal principles, administrative law, procedural fairness requirements, or tribunal processes.
- Evidence Assessment and Analysis
Ability to assess documentary, expert, medical, and witness evidence objectively, identify key issues, and reach well-reasoned conclusions.
- Strong Communication and Decision Writing
Demonstrated ability to communicate clearly and prepare concise, understandable, and well-supported written decisions.

Candidates should also demonstrate expertise in one or more of the following areas:
- Insurance and Benefits Administration: Experience in auto insurance, workers’ compensation, claims adjudication, benefits administration, risk management, or related compensation systems.
- Health Care and Rehabilitation: Experience as a health professional or health system leader with expertise in injury assessment, treatment, rehabilitation, recovery, or disability management.
- Administrative Justice and Procedural Fairness: Experience applying principles of natural justice, impartiality, ethics, due process, and transparent decision-making.
- Care-First and Auto Insurance Framework: Knowledge of Alberta’s automobile insurance system, Care-First principles, insurer decision-making processes, and dispute-resolution pathways.
- Governance and Public Accountability: Experience serving on boards, tribunals, commissions, professional colleges, or other public-sector governance bodies.
- Consumer-Centred and Trauma-Informed Services: Understanding of accessibility, vulnerable persons, consumer impacts, and trauma-informed approaches to dispute resolution.
The following qualifications would be considered assets:
- Experience within the automobile insurance, workers' compensation, or other compensation and benefits systems.
- Professional experience as an adjudicator, mediator, arbitrator, ombudsman, regulator, or member of a tribunal or professional discipline body.
- Professional credentials or clinical experience in health care, rehabilitation, disability management, or related fields.
- Legal education, training, or experience in administrative law, insurance law, dispute resolution, or adjudication.
- Governance training, director education, or experience serving on public-sector boards, tribunals, or commissions.
The successful Vice Chair candidate will demonstrate the following additional qualifications:
- Senior leadership experience and the ability to oversee tribunal operations and governance.
- Experience developing and maintaining policies, procedures, and operational practices.
- Ability to lead and support tribunal members while promoting consistency and quality in decision-making.
- Strong stakeholder relationship management skills and the ability to represent the Tribunal with external partners while maintaining independence.
- Experience monitoring organizational performance, service standards, and reporting requirements.
- Strong organizational and workload management skills within a complex decision-making environment.
- Excellent communication skills, including experience serving as a spokesperson or senior representative of an organization or adjudicative body.
Tribunal Members
Compensation for individuals appointed to the ACT is prescribed by Schedule 1, Part A of Committee Remuneration Order 466/2007:
Current rates for Tribunal Members (Excluding the Chair):
- $164 for up to and including four hours in any day, or
- $290 for over four hours and up to and including eight hours in any day, or
- $427 for over eight hours in any day, spent on the business of the ACT.
Current rates for the Vice Chair or Tribunal Members when acting as Chair:
- $219 for up to and including four hours in any day, or
- $383 for over our hours and up to and including eight hours in any day, or
- $601 for over eight hours in any day, spent on the business of the ACT
TRAVEL AND EXPENSES
Travel and expense reimbursement is provided in accordance with the Subsistence and Travel Allowance Regulation made by Ministerial Order 1/98, as amended, or any order made in substitution thereof. Members are reimbursed as though they were employees of the Government of Alberta, and the following apply:
TIME COMMITMENT AND MEETING FREQUENCY
Tribunal members may be called upon to facilitate mediation or meet in three person panels to hear appeals from Albertans who disagree with Care-First benefit decisions made by an automobile insurer. The number of appeals per year varies, depending on the number of notices of appeals submitted and the time spent on each appeal depends on the nature and complexity of the appeal. Individual hearings are expected to range from one day to one week in duration. Hearings may be scheduled on short notice, and panel appointments are based on members' availability as well as their knowledge, expertise, and experience. Members are therefore expected to maintain sufficient availability to participate when called upon.
Tribunal Members should expect:
- Participation in Mediation sessions and formal Tribunal hearings.
Four regular Board meetings per year, each lasting about 4 hours. In addition to scheduled meetings, Tribunal Members are expected to devote sufficient time to review materials, participate in Tribunal work (as required), and prepare for meetings.
Tribunal hearings and meetings are typically held via videoconference but there may be the need for some hearings to be held in person in Edmonton.
When serving in the Chair's capacity, the Vice Chair is expected to be readily available and responsive to time-sensitive matters.
