The Minister of Municipal Affairs is seeking applications from individuals interested in serving as a Public Member on a Safety Codes Council’s (SCC) technical sub-council.
This recruitment is for three positions representing the Electrical, Accessibility, and Passenger Ropeways Sub-Councils. Applicants may indicate if they have a preference for a particular sub-council.
The SCC is a statutory corporation created by the Safety Codes Act (SCA). It is comprised of stakeholders from municipalities, business, labour, persons with disabilities, and technical experts in the disciplines under the SCA. The SCC exists to support the Minister’s responsibilities to encourage the safe management of any thing to which the SCA applies. That support includes, but is not limited to:
- providing advice to the Minister on codes and standards;
- accrediting municipalities, regional services commissions, corporations, and agencies to be able to administer the SCA on behalf of the Minister;
- certifying safety codes officers and master electricians;
- overseeing administration of the SCA in unaccredited municipalities through the Alberta Safety Codes Authority (ASCA);
- hearing appeals on technical matters under the SCA;
- providing an information system to support the safety system; and
- carrying out activities on behalf of the Minister.
The SCC includes technical sub-councils that research, evaluate, and recommend changes to codes and standards in the following areas:
- Accessibility
- Amusement Rides
- Building • Electrical
- Electrical Utilities
- Elevators
- Fire
- Gas
- Passenger Ropeways
- Plumbing
- Pressure Equipment
- Private Sewage
- New Home Buyer Protection
A public member on a SCC’s sub-council is responsible for attending meetings and participating in discussions.
In addition, public members may be called upon to serve as members of administrative tribunals that make decisions related to appeals under the Safety Codes Act.
The Minister appoints one public member to each technical sub-council to oversee the deliberations and to present a public viewpoint on matters before the sub-council.
Standard term for appointment is three years. SCC technical sub-council public members are eligible to serve for three terms of three years each, for a total of nine years.
A public member contributes their perspective as an Albertan and a member of the public and does not require any technical knowledge.
A public member should:
- be an Alberta resident of voting age;
- be passionate about volunteering, community involvement, and public service;
- possess good communication skills;
- have a keen interest in improving public safety through codes and standards;
- be comfortable asking questions about why a recommendation is considered to be good or bad;
- be understanding of the benefits of safety standards for all Albertans, and not advocate personal interests; and
- be able to participate in sub-council meetings, which could be as frequent as monthly.
There is no requirement that the public members have technical knowledge in the discipline of the sub-council on which they are appointed, though they are expected to have a knowledge of, and an interest in, public safety issues. Technical knowledge may be considered an asset.
A public member is appointed as volunteers (unpaid) to the SCC. Transportation and other expense allowances will be paid in accordance with SCC Policy.
- The frequency of sub-council meetings currently averages from one to five meetings per year, depending on whether there are any matters to be addressed. Members often sit on ad-hoc working groups of the sub-council which can temporarily increase the frequency of the meetings a member is expected to attend.
- Meetings are held either by videoconference or in-person in Edmonton. For in-person meetings, a virtual option is always offered.

If education credentials are required, it is recommended that applicants who have obtained educational credentials from outside of Canada and have not had them previously assessed, obtain an evaluation of their credentials from the International Qualifications Assessment Service (IQAS) – https://www.alberta.ca/international-qualifications-assessment.
