The Minister of Assisted Living and Social Services is seeking applications from individuals interested in serving as members for the Medical Appeal Panel.

To be eligible applicants must be a member of a regulated health profession.

About the Agency

The Medical Appeal Panel (MAP) provides fair, impartial and independent hearings for Albertans who are appealing government decisions about services and supports they applied for under the Assured Income for the Severely Handicapped Act.

Appeal Panel Structure:

The MAP is made up of a Chair, two Vice-Chairs and up to 30 members.

Appointments:

Members are generally appointed for two to three years with the possibility of reappointment to a maximum of 12 years in accordance with the Alberta Public Agencies Governance Act.

Role Description

The MAP is a public agency that hears appeals and renders written decisions within the discretion vested in a quasi-judicial panel and allowed under the Assured Income for the Severely Handicapped Act. The Minister of Assisted Living and Social Services (ALSS) appoints the members.

Skills and Experience Required

The selection of members is based on the expertise that the MAP requires to conduct fair and impartial hearings and issue written decisions. It is essential that members are neutral and free from bias as referenced in the MAP’s Code of Conduct.

The ideal member must demonstrate the following competencies:.

  • Ability to interpret legislation, analyze complex information including medical reports and demonstrate strong leadership, facilitation, communication and writing skills.
  • Ability to read and interpret clinical and/or functional capacity data to make objective, evidence-based, impartial decisions.
  • Demonstrate active listening skills, being open to different perspectives and working towards consensus while respecting diverse views.
  • Ability to use computers, such as accessing and navigating an appeals system and SharePoint, typing decisions, and communicating effectively with colleagues and Appeals Secretariat staff.

Specialized Knowledge:

  • Experience as a health professional under the Health Professions Act is required; knowledge of disabilities and medical conditions is an asset.
  • Professional experience in employment of persons with disabilities would be an asset and does not substitute for the requirement of experience in a health profession.

Remuneration and Time Commitment

MAP members receive an honorarium and reimbursement for out-of-pocket expenses for time spent on panel business in accordance with established policies.

Current honoraria rates for panel members are as follows:

  • $164 for up to and including four hours in any day; or
  • $290 for over four hours and up to and including eight hours in any day; or
  • $427 for over eight hours in any day.

The honorarium rate is specified in the MAP Remuneration Policy.

MAP schedules hearings throughout government work hours (e.g., 8:15 a.m. to 4:30 p.m.). Members are not expected to be available at all times during these hours, but must provide sufficient availability to support scheduling of hearings across the Panel.

Panel members are expected to be available and flexible in scheduling, reliable and responsive, and to arrive at appeal hearings and meetings prepared. Members should be prepared to participate in deliberations and decision-writing discussions at times that accommodate the mutual availability of the panel.

Expected time commitment ranges from approximately four to 15 days per month and includes:

  • Participating in training and meetings; and
  • Preparing for, conducting, or observing hearings, writing decisions, and reviewing decisions.

Hearings are held in-person and/or by teleconference and videoconference. In-city or regional travel may be required for in-person hearings. The MAP usually meets regionally throughout the year to review panel processes and discuss overall functioning of the panel.
