The Minister of Mental Health and Addiction is seeking applications from individuals interested in serving as lawyer, physician, and public members of the Compassionate Intervention Commission (Commission) established under the Compassionate Intervention Act (the “Act).
- The Commission will be comprised of lawyer members, physician members, and public members. Each panel will include a lawyer member to serve as Chair, a physician member, and a public member. The Commission maintains a large roster of members to schedule hearings and appeal panels avoiding conflicts of interest.
The Commission holds hearings and makes decisions about assessing, stabilizing, and treating individuals at risk of harming themselves or others due to addiction and substance use. Members are assigned by the Commission to serve on assessment order determinations, care plan hearing panels, care plan review panels, appeal panels, and discharge applications, and they also take part in roster meetings and related business activities.
- The Commission was established under the Act. This opportunity is well suited for individuals committed to supporting the recovery of persons affected by severe substance use or addiction, while ensuring their rights are protected.
Lawyer, physician, and public members appointed to the Commission roster will be required to:
- Review applications and conduct hearings, appeals, reviews, and deliberate with other Commission members, in accordance with the Act and regulations.
- Analyze, assess and weigh information, representations, and records to reach a fair and impartial decision.
- Participate in the development of panel decisions as a member, bringing an objective perspective in addition to other commission members.
Members are appointed for terms of up to 3 years and may serve up to 12 consecutive years if reappointed.
Competencies and Skills for All Commission Members
- Ability to analyze and assess complex information from multiple sources and perspectives.
- Proven ability to exercise sound judgment, solve problems, and contribute to fair, objective, and evidence-based decision-making.
- Excellent verbal and written communication skills, including the ability to listen, assess information, articulate views, and participate constructively in panel discussions.
- Strong interpersonal, collaborative, facilitative, and dispute-resolution skills.
- Demonstrated integrity, impartiality, professionalism, practicality, and common sense.
- Strong organizational and time-management skills, including the ability to participate in both virtual and in-person hearings.
- An understanding of the principles of administrative decision-making, including procedural fairness and justice. • Ability to assess evidence, consider submissions and differing viewpoints, and contribute to written decisions, findings, or recommendations.
Lawyer Members
- Applicants interested in appointment as a Lawyer Member must:
- Be an active member in good standing with the Law Society of Alberta.
- Have experience drafting written decisions or reasons for decision.
- Possess a strong understanding of administrative law and procedural fairness.
Physician Members
- Applicants interested in appointment as a Physician Member must:
- Be a regulated member in good standing with the College of Physicians and Surgeons of Alberta.
- Hold a prescribed addiction medicine, addiction psychiatry, psychiatry, or other approved certification.
- Have experience treating individuals with addiction and substance use disorders, including concurrent mental health conditions. o Demonstrate the ability to assess clinical information and contribute to evidence-based decision-making.
Public Members
- Applicants interested in appointment as a Public Member must:
- Have lived experience with recovery, either personally or through a family member, or have supported individuals through recovery.
- Demonstrate an understanding of the impact of addiction, recovery, and treatment on individuals and families.
Preferred Assets for All Commission Members
- Experience participating in decision-making, advisory, governance, committee, board, hearing, or adjudicative environments.
- Knowledge, understanding, and experience working with Indigenous cultures, identities, and perspectives.
- Experience working with vulnerable populations.
Lawyer
Members are appointed by the Lieutenant Governor in Council for terms of up to 3 years and may serve up to 12 consecutive years if reappointed.
This is not a salaried position.
- Eligible for remuneration when:
- conducting a hearing;
- performing Commission business; or
- a scheduled hearing is cancelled with less than 24 hours’ notice.
- Paid:
- $790 for up to and including 4 hours of Commission business on or related to a hearing (including travel to and from the hearing location, with hearing time counted first).
- $197 per additional hour (prorated) for Commission business other than travel time beyond the first 4 hours.
- $98.50 per additional hour (prorated) for travel time beyond the first 4 hours.
- $197 per additional hour (prorated) for other Commission business not listed above.
- May be reimbursed for reasonable travel and living expenses incurred while carrying out Commission duties, in accordance with the Government of Alberta travel-expense policies.
Lawyer member positions are part-time and based on member availability. Commission hearings when required will be conducted in a hybrid model with a preference for in-person hearings which can be held in locations across the province.
Physician

- Paid:
- $164 for up to and including 4 hours in a day.
- $290 for more than 4 hours up to and including 8 hours in a day.
- $427 for more than 8 hours in a day.
- May be reimbursed for reasonable travel and living expenses incurred while carrying out Commission duties, in accordance with the Government of Alberta travel-expense policies.
Public member positions are part-time and based on member availability. Panel hearings when required will be conducted in a hybrid model with a preference for in-person hearing which can be held in locations across the province.
