The Minister of Public Safety and Emergency Services (PSES) is seeking applications from individuals interested in serving as members of the Municipal Police Commissions (MPCs) for terms of up to three years.
Police commissions provide independent civilian governance and oversight of municipal police services. Working collectively, commission members establish priorities and policies for the police service, allocate the funds provided by municipal council, provide governance direction to the chief of police in accordance with the Police Act, oversee the chief of police, and monitor the police service’s performance in delivering effective and responsive policing to the community.

Preference will be given to applicants who reside within the municipality of the commission for which they are applying.
To be eligible, applicants must not be current members of a police service.
Municipal police commissions are independent civilian governance and oversight bodies established under Alberta’s Police Act. A commission oversees the municipal police service and provides a vital link between the community and the police service while respecting the operational independence of policing.
Commissions establish priorities and policies for the police service, allocate the funds provided by municipal council, provide governance direction to the chief of police in accordance with the Police Act, oversee the chief of police, and monitor the performance and accountability of the police service. Commissions also consider community needs and perspectives in carrying out their governance responsibilities and help promote effective, accountable and responsive policing.
Commission members participate in the collective governance and oversight of the municipal police service. Members contribute to establishing police service priorities and policies, allocating and overseeing the use of funds provided by municipal council, monitoring organizational performance and accountability, overseeing the chief of police, and considering community needs and perspectives in commission decision-making.
Members are expected to prepare for and participate actively in commission meetings, review complex and sometimes sensitive information, exercise independent judgment, contribute constructively to collective decisions, maintain confidentiality where required, and act in the public interest.
Ideal candidates will demonstrate:
- Integrity and Sound Judgment: Demonstrated integrity, accountability, discretion and sound judgment, including the ability to consider complex and sensitive matters objectively and maintain confidentiality.
- Governance and Oversight: Experience serving on or working with boards, commissions, committees or other governance bodies, and an understanding of governance principles, accountability, policy development, performance monitoring and the distinction between governance and operations.
- Strategic Thinking and Decision-Making: Ability to analyze complex information, ask thoughtful questions, consider diverse perspectives and contribute constructively to collective decision-making.
- Community Engagement and Public Service: Experience engaging with communities, organizations or partners and an understanding of the importance of public trust, transparency and accountability. Awareness of the diverse needs and perspectives of communities.
- Relevant Knowledge and Experience: Knowledge or experience relevant to police governance and oversight. Relevant areas may include policing and public safety, governance, law, finance and audit, human resources, labour relations, strategic planning, risk management, organizational leadership, community development or related fields.
- Legislative and Policy Understanding: Ability to understand and apply legislation, regulation, policy and other governance frameworks relevant to the work of a police commission.
Appointment as a commission member is a part-time commitment. Ministerial appointees are appointed by Ministerial Order for a term of up to three years and may be eligible for reappointment in accordance with the Police Act.
Time commitments vary by commission and may include regular commission meetings, committee meetings, training and orientation, community engagement activities, and time required to review materials and prepare for commission business.
Members should be available to attend meetings and other commission activities in the municipality of the commission to which they are appointed. Meetings may be held in person, virtually or in a hybrid format.
Remuneration, allowances or other compensation, where provided, are determined by the applicable municipal council.
