The President of Treasury Board and Minister of Finance is seeking applications from individuals interested in serving as a public member of the Automobile Insurance Rate Board (AIRB).

This posting will fill up to five (5) Public Member positions.

The AIRB seeks to be representative of all Albertans, and applications are encouraged from individuals residing anywhere within the province.

Location
Meetings are typically held in Edmonton with videoconference as an option.
About the Agency

The AIRB is an independent regulatory agency established to ensure auto insurance in Alberta is fair, accessible, and reflective of market conditions. The AIRB is responsible for regulating automobile insurance rating programs in the province in accordance with the Insurance Act and the Automobile Insurance Premiums Regulation.

The AIRB’s mandate includes:

  • Regulating and approving automobile insurance rating programs for basic and additional coverage across all classes of vehicles.
  • Providing public education and information related to automobile insurance.
  • Conducting an annual review of automobile insurance trends and premiums for private passenger vehicles.
  • Making independent, evidence based decisions serving the interests of consumers, industry, and government.
Role Description

Public members play a key role in supporting the AIRB in fulfilling its mandate. In this role, you will:

  • Provide strategic direction in support of the AIRB’s mission, vision, and mandate
  • Bring an independent, public-interest perspective to discussions and decision-making, ensuring the interests of Albertans are reflected
  • Contribute to strategic discussions on market conditions, emerging trends, and key challenges in the auto insurance system
  • Strengthen decision-making by asking thoughtful questions and constructively challenging assumptions
  • Engage with stakeholders, including insurers and industry associations, to support transparent, well-informed decisions
  • Develop an understanding of key cost drivers and pressures affecting insurance premiums, availability, and affordability
  • Support consumer awareness and understanding by contributing to clear, accessible information for Albertans
Skills and Experience Required

Successful Board Members will bring a combination of the following qualifications:

  • Leadership and Senior Executive Experience

Demonstrated leadership ability, with experience at the senior executive level or in comparable roles requiring complex decision making, strategic oversight, and organizational accountability.

  • Complex Decision-Making and Regulatory Judgment

Experience reviewing, assessing, or making decisions, or providing advice, on complex business, regulatory, or financial matters. Ability to interpret technical information, evaluate evidence, and apply sound judgment in a public interest context.

  • Critical Thinking, Analysis, and Problem-Solving

Strong analytical skills, with the ability to critically evaluate complex information, identify key issues, and make timely, well-reasoned decisions.

  • Financial Literacy and Business Acumen

Knowledge of financial analysis, business operations, risk management, and/or governance practices relevant to regulatory decision making.

  • Strong Communication Skills

Well-developed written and verbal communication abilities, including the capability to listen actively, articulate complex concepts clearly, and engage constructively in deliberations.


Candidates should also demonstrate expertise in one or more of the following specialized areas:

  • Governance: Experience as a Board member or executive member of a public, private or non-profit organization.
  • Business/Management: Experience or expertise in sound management and operational business practices in the private or public sector. May include an understanding of project management, planning and measuring performance and allocating resources to achieve outcomes.
  • Accounting/Financial: Financial officer experience in financial accounting, auditing and corporate finance.
  • Regulatory: Experience working in a regulated industry.
  • Legal: Experience in Tort and Insurance Law or an understanding of the legal dimensions of issues related to the AIRB.
  • Change Management: Experience preparing, equipping and supporting individuals or organizations to successfully adapt to change in order to achieve organizational success and outcomes.
  • Risk management: Experience in risk oversight and risk management processes.
  • Insurance Industry: Experience as an executive of an insurance company or Broker (may not be a Board Member who is currently sitting on the Board of an insurance company).
  • Actuarial: Experience as an actuary with knowledge of property and casualty insurance, preference for automobile insurance pricing related.
  • Government/Public Policy: Knowledge of the broader public policy context affecting the AIRB. Including the relationship between the Government’s strategic priorities and the work of the AIRB.
  • Consumer/Stakeholder Relations: Experience in dealing with consumer and or community issues. A strong communicator with a demonstrated ability to build networks and foster relationships with consumers and industry stakeholders.
Remuneration and Time Commitment

REMUNERATION

Remuneration is provided for these positions.

Compensation for individuals appointed to the AIRB is prescribed by Schedule 1, Part A of Committee Remuneration Order 466/2007:

Current rates for Members (Excluding the Chair):

  • $164 for up to and including four hours in any day, or
  • $290 for over four hours and up to and including eight hours in any day, or 
  • $427 for over eight hours in any day, spent on the business of the AIRB.

Current rates for the Chair, or Member acting as Chair:

  • $219 for up to and including four hours in any day, or
  • $383 for over four hours and up to and including eight hours in any day, or
  • $601 for over eight hours in any day, spent on the business of the AIRB.

TRAVEL AND EXPENSES

Travel and expense reimbursement is provided in accordance with the Travel, Meal and Hospitality Expenses Directive, as amended, or any order made in substitution thereof. Members are reimbursed as though they were employees of the Government of Alberta, and the following apply:

TIME COMMITMENT AND MEETING FREQUENCY

Board Members should expect:

  • Four regular Board meetings per year, each lasting about four hours.
  • A strategic planning session held once every three years.

In addition to scheduled meetings, Board Members are expected to devote sufficient time to review materials, participate in committee work (as required), and prepare for meetings.

Meetings are typically held in Edmonton with videoconference as an option.

BOARD MEMBER EXPECTATIONS

The AIRB has adopted a Charter of Expectations outlining the guiding principles for Board Members. Members are expected to:

  • Assume a stewardship role for governing AIRB business affairs.
  • Act in the highest ethical manner and with integrity in all personal, business, and professional dealings.
  • Become knowledgeable about the AIRB’s mandate, responsibilities and operation environment, as well as the emerging trends and issues in the automobile insurance industry.
  • Commit a sufficient amount of time and attention to the work of the AIRB.
  • Act in a way that contributes to the effective operation of the Board.
