The Minister of Advanced Education is seeking applications from individuals interested in serving as a Public Member on quasi-judicial roster to any one of twenty (20) PROs with Public Members established under the Professional Governance Act when it is implemented beginning in 2026.

Location
Meetings are typically held in Edmonton and Calgary, but on some occasions may be held in other areas. Virtual meetings are typically an option.
About the Agency

There are 20 PROs with Public Members that fall under the jurisdiction of Alberta Advanced Education. Each organization is governed by a board, council, tribunal, or committee (governing bodies).

The Government of Alberta delegates responsibility to PROs to govern their profession in a manner that protects and services the public interest. The governing bodies of each PRO are responsible for:

  • establishing or recommending the minimum entry standards that must be met by professionals in order to become registered members of the regulated profession;
  • establishing, maintaining, and enforcing the standards of practice and codes of ethics that guide the registered members of each regulated profession; and
  • hearing appeals of decisions made in response to complaints heard by the governing bodies about registered members of regulated professions.

A quasi-judicial function in a PRO involves activities such as adjudication of disputes, enforcing professional standards, and imposing penalties on its members. Authority is granted by legislation to make binding decisions within their specific areas of expertise.

Under the Professional Governance Act, a roster of public members will be appointed to serve the quasi-judicial needs of all the PROs. Public Members must make up at least 25% of the quasi-judicial boards or committees as members. The remaining members of the quasi-judicial boards or committees are registered members of the PRO who are appointed by the governing body. In this recruitment, public members are being appointed to a roster from which they may be selected by a PRO to serve on a quasi-judicial body, but individuals are not being appointed to serve a specific PRO.

Role Description

Public Members appointed to the roster for quasi-judicial boards or committees of PROs are a key mechanism that the Government of Alberta utilizes to ensure the accountability of PROs. Public Members are appointed by Ministerial Order, to:

  • ensure professional governance activities for that profession are conducted in a manner that protects and serves the public interest;
  • review the complaints and investigation reports about complaints against registrants made by the public, regulated professionals, and all matters that the Committee decides to investigate of its own motion;
  • attend hearings in a discipline tribunal or an appeal tribunal and recommend appropriate disciplinary actions or measures regarding the conduct of investigated registrants;
  • act fairly and in the public interest;
  • adhere to statutory requirements; and
  • develop and foster professional standards.

Public Members must:

  • have professional, volunteer, and/or non-profit experience that is relevant and valuable to a quasi-judicial board or committee of a PRO. This may or may not include previous experience serving on a board, council, executive committee, practice review board, discipline and appeal tribunal, hearing tribunal, complaint review committee, or investigative committee;
  • ensure the views from multiple sources are considered in the decisions being made by the quasi-judicial board or committee;
  • prepare for, attend, and participate in hearings, meetings and business of the quasi-judicial board or committee; and
  • participate fully in the decisions being made by the quasi-judicial board or committee.
Skills and Experience Required

Applicants must be 18 years of age, or older, and a permanent resident of Alberta.

The Minister of Advanced Education is looking for Public Members who demonstrate:

  • knowledge or expertise in:
    • board governance in the private, public, and/or volunteer/not-for-profit sector;
    • prior experience with administrative proceedings, hearings or adjudication processes and group decision-making;
    • legal/regulatory principles, processes, and systems;
    • enterprise risk management, including identifying potential risks, recommending and implementing preventive measures, and devising plans to minimize the impact of risks;
    • natural justice and procedural fairness, and moderate effectively in an adjudicative setting;
  • experience with, or is able to demonstrate knowledge or expertise in, the industry or sector the PRO operates within;
  • the ability to remain neutral, listen effectively, and communicate well with others;
  • the ability to consistently apply impartiality, objectiveness and sound judgment in managing challenging and sensitive issues;
  • the ability to analyse and solve problems with strong reputation for fairness and principled decision-making; and
  • a high standard of ethical behaviour and an ability to respect and protect the confidentiality of the PRO’s deliberations.

Please note:

Individuals will be appointed to the roster; however, they may not be selected to act on quasi-judicial bodies for a specific PRO if they:

  • are, or are eligible to become, regulated members of that PRO;
  • employees of that PRO; or
  • individuals working for the union of the profession represented by the PRO.

Successful candidates may demonstrate the following competencies and skills:

  • Relevant Professional/Volunteer Experience: The candidate has professional, volunteer, and/or not-for-profit experience that is relevant and valuable to a quasi-judicial board or council of a PRO;
  • Specialized Contextual Knowledge: The candidate has an understanding of the role of a Public Member and how that role is unique within the context of a PRO;.
  • Personal Effectiveness Skills: The candidate has personal skills or attributes that serve them to be an effective Public Member, and is able to provide leadership and a sound, responsible perspective on behalf of the Government of Alberta and Albertans.

Preferred candidates may also demonstrate:

  • experience and/or education in quasi-judicial, administrative tribunal proceedings, professional standards, law and/or regulatory enforcement; and
  • experience on, or with, governing or policy-setting boards, councils, or committees in an employment or volunteer capacity.
Remuneration and Time Commitment

Public Members are appointed for a term of up to three years and may be eligible for reappointment for an additional term. An individual may not serve as a public member for a cumulative period of more than 12 consecutive years, including service on any previous joint complaints’ inquiry committee or joint tribunal.

Public Members will be appointed to a roster and may be selected by a PRO to participate in a quasi-judicial board or committee. The number of meetings will vary. Meetings can range from a half day or full day, to multiple days, depending upon the PRO. Most meetings will take place during business hours, with occasional weekend and evening meetings.

Public Members can expect to make a significant time commitment to meet the demands of this role. Public Members are considered volunteers and receive a small honoraria in accordance with Schedule 1, Part A of the Committee Remuneration Order (Order in Council 466/2007) in recognition of their volunteer efforts. The rates are as follows:

A member of a committee shall be paid:

(a) $164 for up to and including four hours in any day, or

(b) $290 for over four hours and up to and including eight hours in any day, or

(c) $427 for over eight hours in any day, spent on the business of the committee.

Public Members may also be reimbursed for reasonable living and traveling expenses necessarily included in the course of performing their duties as Public Members in accordance with the Public Service Relocation and Employment Expenses Regulation and the Government of Alberta's Travel, Meal and Hospitality Expense Policy. Time spent preparing for and travel back and forth from the meetings may be reimbursed.
