The Minister of Primary and Preventative Health Services is seeking applications from individuals interested in serving as a public member or a member with senior public sector administration experience of the Hospital Privileges Appeal Board.

About the Agency

The board is an adjudicative body established under section 18 of the Hospitals Act and continued by Provincial Health Agencies Act, Section 1.976996(1).

The board hears appeals from current and former members of the medical staff of an approved hospital (staff members) who feel personally aggrieved by the following types of decisions made by the board of an approved hospital (hospital board):

  • a decision not to reappoint the current or former staff member as a member of the medical staff;
  • a decision to reappoint the current or former staff member with different hospital privileges than those that the staff member had immediately prior to the reappointment;
  • a decision terminating or suspending the current or former staff member’s appointment as a member of the medical staff;
  • a decision terminating or suspending the current or former staff member’s hospital privileges; and
  • a decision varying the current or former staff member’s hospital privileges.

On hearing an appeal, the board may, by order, do the following:

  • confirm the decision of the hospital board;
  • direct that the former staff member be reappointed to the medical staff or that the staff member’s hospital privileges on reappointment be varied;
  • direct the reinstatement of the former staff member’s appointment as a member of the medical staff or of the staff member’s hospital privileges;
  • remove or vary a suspension; or
  • direct that the staff member’s hospital privileges be varied.

The board is appointed by the oversight Minister (Minister of Primary and Preventative Health Services) and consists of eight members:

  • two physicians;
  • one member of The Law Society of Alberta or of the judiciary;
  • two persons with significant public sector administration experience at a senior level;
  • one member of the College of Registered Nurses of Alberta; and
  • two other persons (public members).

The oversight Minister, after consulting the sector Ministers responsible for the acute care health services sector and the mental health and addiction health services sector, shall designate a member as chair.

Role Description

Members are required to participate in reviewing appeals and attending hearings. They review evidence, both oral and written, in order to deliberate and reach a decision on matters before the board.

Members may be called on to attend business meetings and training activities. They are also responsible for submitting required reports and evaluating the performance of the board.

Members are appointed for a term not exceeding three years. They may be reappointed for additional terms (for a total of up to 12 consecutive years) based on satisfactory performance.

Skills and Experience Required

Members should possess:

  • Legal/regulatory experience or experience in interpreting and applying legislation.
  • Government/public policy knowledge:
    • Experience with public agencies governance, delivery of health care services in Alberta, and the Provincial Health Agencies Act
    • Knowledge and awareness of Alberta communities served by hospital boards.
  • Governance:
    • Experience with and demonstrated understanding of the relationship between stakeholders, members and management; governance practices and ethical standards.

Members should also be personally suitable and possess the following:

  • Effective communication skills
    • The ability to communicate clearly and effectively, orally and in writing, as well as actively listen. This includes the capacity to convey complex thoughts and ideas that result in action.
  • Analytical/critical thinking/problem solving skills
    • The ability to apply critical thinking and problem-solving skills to creatively assess situations and to generate novel or innovative solutions to challenges facing the board.
  • Leadership/collaboration skills
    • The ability to inspire, motivate and offer direction and leadership to others. This includes an understanding of the importance of teamwork to the success of the board, and an ability to recognize and value the contributions of members and those providing support to the board’s functions.
  • Ability to synthesize information
    • The ability to interpret information from multiple sources, including written sources and verbally, and to consider relevant evidence and facts when making decisions. This involves breaking down a complex problem into parts to better understand it and being able to identify links between situation and information.
  • Ability to exercise objectivity, sound judgement and diligence:
    • The ability to demonstrate impartiality and open-mindedness when making decisions, including the capacity to fully assess a situation and circumstances to come to a reasonable conclusion. It also includes demonstrating attention and care in the approach to the responsibilities of the board.

The public sector members should also possess:

  • Significant public sector administration experience at a senior level.

Note: The posting may be used to fill current and future public agency vacancies for public entities reporting to Primary and Preventative Health Services.

Remuneration and Time Commitment
  • This is not a wage or salaried position.
  • The members of the board may be paid remuneration in accordance with Schedule 1, Part A of the Committee Remuneration Order (O.C. 466/2007), effective April 1, 2009, subject to review:
    • $164 for up to and including four hours in one day;
    • $290 for over four hours and up to and including eight hours in any day; or
    • $427 for over eight hours in any day

                    spent on the business of the board according to the Committee Remuneration Order (O.C. 466/2007), subject to review.

  • Members may also receive reasonable travel expenses necessarily incurred in the course of performing their duties as board members in accordance with the Public Service Relocation and Employment Expenses Regulation and the Government of Alberta’s Travel, Meal and Hospitality Expenses Policy.
  • The board meets as appeals arise and for business meetings at least twice per year. Although the board does not meet frequently, a significant time commitment will be required to hear matters before the board. The length of a hearing may vary between three to seven consecutive days. Although hearings are usually held virtually, they could occur in any community within Alberta.
  • Members can be located across Alberta.
