The Minister of Assisted Living and Social Services is seeking applications from individuals interested in serving as Chair, Vice-Chair or members for the Medical Appeal Panel.
The Medical Appeal Panel (MAP) provides fair, impartial and independent hearings for Albertans who are appealing government decisions about services and supports they applied for under the Assured Income for the Severely Handicapped Act.
Appeal Panel Structure:
The MAP is made up of a Chair, two Vice-Chairs and up to 30 members.
Appointments:
Chair, Vice-Chairs and members are generally appointed for two to three years with the possibility of reappointment to a maximum of 12 years in accordance with the Alberta Public Agencies Government Act.
The MAP is a public agency that hears appeals and renders written decisions within the discretion vested in a quasi-judicial panel and allowed under the Assured Income for the Severely Handicapped Act. The Minister of Assisted Living and Social Services (ALSS) appoints the Chair, Vice-Chairs and members.
The selection of Chair, Vice-Chairs and members is based on the expertise that the MAP requires to conduct fair and impartial hearings and issue written decisions. It is essential that Chair, Vice-Chairs and members are neutral and free from bias as referenced in the MAP’s Code of Conduct.
The ideal Chair, Vice-Chair and member must demonstrate the following competencies:
- Ability to interpret legislation, analyze complex information including medical reports and demonstrate strong leadership, facilitation, communication and writing skills.
- Ability to read and interpret clinical and/or functional capacity data to make objective, evidence-based, impartial decisions.
- Demonstrate active listening skills, being open to different perspectives and working towards consensus while respecting diverse views.
- Ability to use computers, such as accessing and navigating an appeals system and SharePoint, typing decisions, and communicating effectively with colleagues and Appeals Secretariat staff.
Specialized Knowledge:
- Experience as a health professional under the Health Professions Act is required; knowledge of disabilities and medical conditions is an asset.
- Professional experience in employment of persons with disabilities would be an asset.

Chair
The Chair receives an honorarium and reimbursement for out-of-pocket expenses for time spent on panel business in accordance with established policies.
Current honoraria rates for the Chair are as follows:
- $219 for up to and including four hours in any day; or
- $383 for over four hours and up to and including eight hours in any day; or
- $601 for over eight hours in any day
The honorarium rate is specified in Schedule 1, Part A of the Committee Remuneration Order (OC 466/2007).
The MAP holds hearings every day during government work hours (e.g., 8:15 a.m. to 4:30 p.m.) and the Chair needs to be available during these hours.
Expected time commitment is approximately 20 days per month and includes:
- Participating in training and meetings; and
- Preparing for, conducting, or observing hearings, writing decisions, and reviewing decisions.
Vice Chair
MAP Vice-Chairs receive an honorarium and reimbursement for out-of-pocket expenses for time spent on panel business in accordance with established policies.
Current honoraria rates for Vice-Chairs are as follows:
- $219 for up to and including four hours in any day; or
- $383 for over four hours and up to and including eight hours in any day; or
- $601 for over eight hours in any day.
The honorarium rate is specified in Schedule 1, Part A of the Committee Remuneration Order (OC 466/2007).
The MAP holds hearings every day during government work hours (e.g., 8:15 a.m. to 4:30 p.m.). Vice-Chairs need to be available during these hours.

- Participating in training and meetings; and
- Preparing for, conducting, or observing hearings, writing decisions, and reviewing decisions.
Members
MAP members receive an honorarium and reimbursement for out-of-pocket expenses for time spent on panel business in accordance with established policies.
Current honoraria rates for panel members are as follows:
- $164 for up to and including four hours in any day; or
- $290 for over four hours and up to and including eight hours in any day; or
- $427 for over eight hours in any day.
The honorarium rate is specified in Schedule 1, Part A of the Committee Remuneration Order (OC 466/2007).
Panel members are expected to be available and flexible in scheduling, reliable and responsive, and to arrive to appeal hearings and meetings prepared.
Expected time commitment ranges from approximately four to 15 days per month and includes:
- Participating in training and meetings; and
- Preparing for, conducting, or observing hearings, writing decisions, and reviewing decisions.
Hearings are held in-person and/or by teleconference and videoconference. In-city or travel within the province is required for in-person hearings. The MAP usually meets throughout the year to review panel processes and discuss overall functioning of the panel.
