The Minister of Education and Childcare is seeking applications from individuals across Alberta, who are interested in serving as a member of the Attendance Board.

About the Agency

Mandate and Function

  • The Attendance Board is a quasi-judicial body established under the authority of the Education Act to hear matters referred to the Board by school authorities across the province of Alberta.
  • The Chair or Vice-Chair determine whether mediation or a formal hearing will be conducted and selects members which form a panel to conduct a hearing or a mediation.
  • During a hearing of the Attendance Board, evidence regarding the barriers to a student’s regular attendance are reviewed and discussed with a focus on identifying solutions to address chronic absenteeism.
  • The Attendance Board is supported by the Office of Student Attendance and Re-Engagement whose goal is improved student attendance and re-engagement in learning.

  • The Attendance Board will be comprised of 40 members, inclusive of a chair and a vice-chair.
Role Description

General Duties

  • Attendance Board members are selected by the chair to form panels to hear matters referred to the Attendance Board by school authorities.
  • Each hearing has a member selected to preside over the process, referred to as the presiding member.
  • At the conclusion of a hearing of a panel of the Attendance Board, the panel makes an order, which includes directives to the student and their parent/guardian that are intended to address barriers to attendance and support the student to return to school.
  • Members may conduct a mediation with a student, their parent/guardian, and representatives from the school authority. A mediation conducted by a panel of the Attendance Board is less formal than a hearing and does not result in the creation of an order of the Attendance Board.

Specific Duties and Responsibilities

Members are responsible for preparing for the hearing by reviewing referral documents and preparing questions for witnesses. During the hearing members are responsible for recording information and asking questions.

Presiding members are responsible for preparing for the hearing by reviewing referral documents, presiding over the hearing, leading panel deliberations, presenting the order during the hearing, and writing up the order and background after the hearing.

Members are responsible for preparing and conducting a mediation as assigned by the Chair or Vice-Chair.

Term for appointment

  • Appointments are typically for a three-year term.
  • Members may be reappointed for additional terms for a maximum of 12 consecutive years.

  • Government/Public Policy Knowledge
  • Sector Knowledge (education, social work, counselling, mental health services and child and youth work)
  • Legal/Regulatory Experience - Asset
  • Computer proficiency (hosting virtual meetings, managing calendars and emails, able to use different software application as required)

Remuneration and Time Commitment

Attendance Board members are typically appointed for a term of three years with the possibility of reappointment; (cannot exceed a total of 12 years of continuous appointment).

Members are expected to participate in Attendance Board meetings and/or training approximately twice per year. All meetings are conducted virtually. The number of hearings a member participates in varies dependent on the demand for hearings and the availability of the member. On average, the Board conducts 32 hearings per month during the school year. Most hearings of the Attendance board are conducted virtually with occasional in person hearings under unique circumstances. The Attendance Board member should expect to commit time to review documentation in advance of a hearing and be prepared to ask questions of witnesses. The presiding member of the panel is required to draft the Order of the Attendance Board. Less frequently, members may also be asked to conduct a mediation related to chronic absenteeism.

Members should expect to commit a minimum of five - ten hours per month to meet the demands of this role and may receive requests for additional time at peak times throughout the school year. Attendance Board members are not active during the months of July and August.

Members may receive remuneration in accordance with the Committee Remuneration Order (O.C. 466/2007). Remuneration is provided for a panel member's time to prepare for and participate in hearings, draft Orders of the Attendance Board, and travel to hearing locations when required. Members may receive $98 for up to 4 hours/day, $169 for up to 8 hours/day and $257 for over 8 hours/day. Reimbursement for expenses may be provided for mileage, parking, meals, and accommodation, if required, in accordance with the Government of Alberta’s Travel, Meal and Hospitality Expenses Directive, as amended.
