The Minister of Municipal Affairs is seeking applications from individuals interested in serving as the Ministerial appointee to the Board of Directors of the Alberta Boilers Safety Association (ABSA).
ABSA is a delegated administrative organization that administers Alberta's pressure equipment safety programs under the Safety Codes Act and has the authority to enforce pressure equipment safety standards.
ABSA’s mandate is to administer the Safety Codes Act and regulations and to deliver safety programs, as they relate to pressure equipment. ABSA is established pursuant to the Government Organization Act and its delegated authority is established by the Boilers Delegated Administration Regulation, and fulfilled in accordance with the Administration Agreement between the Alberta Government and ABSA’s Board of Directors.
- Pressure equipment safety programs include:
- Certification of power engineers, pressure welders, in-service inspectors and welding examiners;
- Authorization of organizations, through quality management systems, to conduct permitted activities;
- Inspection of pressure equipment;
- Registration of designs and procedures; and
- Annual registration of pressure equipment.
The Board consists of five directors including one individual appointed by the Minister of Municipal Affairs.
ABSA administers Alberta’s pressure equipment safety programs under the Safety Codes Act and ensures pressure equipment meets safety standards, as set out in the legislation. ABSA aims to promote and encourage safe design, construction, operation, use and maintenance of pressure equipment in Alberta.
The Board of Directors provides guidance and direction to ABSA on its activities and programs by developing policies that will ensure good governance, build effective stakeholder relationships, and help meet the organization’s goals. The Board consists of four senior representatives of the pressure equipment industry and one public representative.
Appointed by the Minister of Municipal Affairs, this position represents the interests of Albertans. In addition to serving on ABSA’s Board, you will be responsible for providing updates and reporting to the Assistant Deputy Minister of the Technical and Corporate Services Division of Municipal Affairs.
ABSA Board members serve a three-year term. ABSA board members may serve a maximum of two consecutive three-year terms.

You will learn about pressure equipment safety across the province and will help to promote safe communities and workplaces.
You should have a strong interest in supporting and improving public safety. Ideally, you will hold a senior position with leadership and strategic planning experience, and be familiar with the pressure equipment industry. Prior committee or board service, related education, and/or experience is a definite asset, but not required.
- Meetings of the Board are called by the chairman and held as often as the affairs of ABSA require, generally once every two months.
- Meetings of the Board may be held anywhere authorized by the Board.
- Meetings of the Board may be conducted in person or if agreed to by the Board by means of electronic or other communication facilities as permits all persons participating in the meeting to hear each other, and a person participating in such a meeting by such means is deemed to be present at the meeting.
- Board positions are voluntary. An honorarium is paid to each Board Member at the end of the calendar year based on the number of months served during the year, at the rate as last approved by the Board. Directors are reimbursed their travelling and living expenses incurred while on the business of ABSA, and any other disbursements expended in the course of performing their duties as directors.
- Board members receive an honorarium of approximately $5,000 if they hold a position (i.e., secretary, treasurer, or chair).
- If they do not hold a position, they receive an honorarium of approximately $4,000.
