Role Required

The Minister of Energy is seeking applications from individuals interested in serving as full-time and acting Commission Members of the Alberta Utilities Commission (AUC).

Location
The Commission has offices in Calgary and Edmonton. Travel within the province will be required.
About the Agency

The AUC is an independent, quasi-judicial agency accountable to the Alberta Legislature and the public through the Minister of Energy. It regulates various aspects of the utilities sector, as well as natural gas and electricity markets to protect social, economic and environmental interests of Alberta where competitive market forces do not.

The AUC employs fair, open and transparent regulatory processes and makes sound, principled decisions based on the evidence before it and in accordance with the Alberta Utilities Commission Act, the Electric Utilities Act, the Gas Utilities Act, the Hydro and Electric Energy Act, the Pipeline Act, Public Utilities Act and other related Acts and Regulations.

Commission Structure

Headquartered in Calgary, the AUC consists of a Chair and up to eight full-time Commission Members, of which two can be appointed Vice-Chairs. Members are appointed by the Lieutenant Governor in Council. Supporting the Chair and Commission members is an executive management team and approximately 130 staff with expertise in law, economics, engineering, finance, accounting, environmental sciences and other related fields.

Role Description

The Commission Member is to participate in collaborative, multi-disciplinary decision making processes and issue sound, principled decisions on the outcome of applications following verbal or written public proceedings.

You will promote teamwork, support achievement of procedural efficiencies, and support a coordinated effort to reform established regulatory processes and culture.

Skills and Experience Required

The full-time Commission Member position will have significant demands and responsibilities, including some travel within the province. The Commission receives, reviews and adjudicates over one thousand applications of varying levels of complexity per year and initiates a number of its own processes in pursuit of its regulatory mandate. Commission Members must act honestly, in good faith and in the public interest in the discharge of their duties.

As an acting Commission Member, from time to time, you may be called upon to participate as a Commission Member making decisions in a proceeding, particularly where your professional experience and/or knowledge of a particular subject area could assist in the review of an application.

Full time and acting Commission Members, ideally, your background includes senior decision making experience in complex multi-disciplinary and collaborative environments in highly specialized subject areas.

The ability to make decisions independently and collaboratively within the AUC framework/guidelines and proven ability to drive for results by delivering on goals and objectives relevant to the mandate of the AUC.

Experience in electricity, natural gas or other network industries is an asset.

Experience interpreting and applying legislation and knowledge of the principles of natural justice and quasi-judicial processes are key.

A bachelor’s degree is required.

A graduate degree in law, engineering, economics, finance, business, accounting, environmental sciences or other related field, or a bachelor’s degree with a professional designation in a relevant field is preferred.

Remuneration and Time Commitment

Annual salary range is $153,595 to $207,805 as per RABCCA Regulation level three.

Full-time Commission Members are required to work full-time hours and can expect a significant time commitment to meet the demands of this role.

The Commission has offices in Calgary and Edmonton. Travel within the province will be required.

Standard remuneration for acting Commission Members is:

  • $1000.00 per hearing day,
  • $125.00 per hour for preparation, review and writing, including decision writing, (maximum of eight hours per day) and
  • $62.50 per hour for travel time on non-hearing days.
