Role Required

The Minister of Transportation is seeking applications from individuals interested in serving as a Board Member of the Alberta Transportation Safety Board.  

Multiple vacancies are to be filled.

About the Agency

The Alberta Transportation Safety Board (ATSB) is an independent, quasi-judicial body established under Part 2 of the Traffic Safety Act, and accountable to the public through the Minister of Transportation.

The ATSB conducts hearings on driver conduct and hears appeals regarding driver vehicle, commercial carrier and railway safety decisions, in the interest of public road safety. The ATSB functions as the appeal body for decisions made by, or on behalf of, the Registrar of Motor Vehicle Services (Transportation), relating to driver training schools, driver instructors, driver examiners, vehicle inspection stations, vehicle inspection technicians, and safety fitness certificates, including carrier safety ratings.

The ATSB also hears appeals under the Alberta Administrative Licence Suspension, Immediate Roadside Suspension, Alberta Zero Alcohol/Drug Tolerance, and Vehicle Seizure programs. It is the final administrative authority for operator licence reinstatement through mandatory driver review hearings for drivers whose driving records have become cause for concern relating to public safety, including those driving under the Graduated Driver Licensing program.

The ATSB is also responsible for appeals of decisions and actions taken under the Railway (Alberta) Act and the Dangerous Goods Transportation and Handling Act. Decisions and actions relating to the safe operation of short-line railways in the province also fall under the Board’s mandate.

Board Structure

The Alberta Transportation Safety Board consists of a Chair and public members appointed by the Lieutenant Governor in Council. Board Members are appointment for two-year term with a possibility of renewal.

Role Description

Board Members represent the interests of the citizens of Alberta and accountable to the Board Chair and the Minister, to make Alberta roads as safe as possible. Board Members are responsible for upholding the transparency and accountability of the Boards to the Government of Alberta, and acting honestly and in good faith within the applicable framework.

Under the direction of the Chair, as a Board Member you will:

  • Understand a board governance model and relevant policies and procedures.
  • Educate, promote and increase road safety awareness and programs.
  • Conduct and hear appeals and provide timely and independent adjudication on matters including:
    • Driver Conduct Review (DCR) hearings to review a person’s ability or attitude respecting the operations of a motor vehicle;
    • Oral and non-oral vehicle seizure hearings; and
    • Appeals from Alberta Administrative Licence Suspensions, Alberta Zero Tolerance and Immediate Roadside Suspension.
  • Adjudicate on issues of commercial carrier compliance with the National Safety Code, operating authority requirements and individual’s compliance with driver licensing privileges pertaining to suspensions and reinstatements.
  • Participate in the decision-making process by listening, analyzing and weighing evidence, establishing findings of fact, interpreting and applying legislation and policy, and giving consideration to the submissions of the parties.
Skills and Experience Required

Demonstrated experience and knowledge of the principles of natural justice and quasi-judicial processes including interpreting and applying legislation, and drafting decisions. A clear understanding of Alberta Transportation Safety Board’s role, operations, governance model and the administrative justice proceedings, related programs, and relevant legislation including the Transportation Safety Act, and the Criminal Code are essential. Experience working in the criminal justice system, transportation industry or on board/tribunals would be an asset.

Excellent verbal and written communication skills. Ability to adjust/shift communication style to seek clarity and concision and respond to contentious, controversial issues within highly sensitive environments. Strong writing ability to prepare adjudicative hearing decisions.

Proven analytical skills coupled with great attention to detail to be able to synthesize relevant information and able to consider complex information and diverse points of view in making sound decisions. Excellent interpersonal and decision-making skills and able to exercise sound judgment while working to achieve consensus.

Proficient in using and trouble-shooting computer related issues, intermediate level Microsoft Office software and able to accurately key in statements using a laptop while hearings are in progress.

Well-developed leadership, relationship building, and strategic thinking skills along with superior organization skills are also essential to your success in this role.

Remuneration and Time Commitment

There is no salary attached to these positions; however, members are remunerated by honoraria for days of service. Remuneration is in accordance with Appendix 3, Schedule 1, Part A of the Committee Remuneration Order OC 466/2007

  • $164 for up to and including four hours in any day; or
  • $290 for over four hours and up to and including eight hours in any day; or
  • $427 for over eight hours in any day, spent on the business of the Board.
  • Compensation is also paid for eligible travel and training expenses.

The Board conducts appeal and driver review hearings in Calgary and Edmonton.

Board members sitting in Calgary and Edmonton must be available to sit six to eight full days per month.

To help ensure responsible spending of public funds and avoid excessive travel expenses, the ATSB endeavours to recruit candidates for recommendation from communities at or near the location they will be required to sit for hearings.

Depending on the type of hearing the board sits one to three members for each hearing.
