Role Required

The Minister of Education is seeking applications from qualified individuals interested in serving on the Certification Appeal Committee. The Minister will appoint one public member to serve on this committee.

About the Agency

The primary function of the Certification Appeal Committee is to help ensure Alberta students receive a high-quality education, delivered by highly skilled and knowledgeable teachers.

The Certification Appeal Committee renders written decisions regarding a teacher’s appeal of the Registrar’s decision in relation to their teaching certification in the Province of Alberta.

Role Description

The role of the Certification Appeals Committee is to hear appeals filed by individuals or teachers who do not agree with the Registrar’s decision to deny the issuance or re-issuance of an Alberta teaching Certificate. The committee makes a decision regarding the Registrar’s actions.

Public members on this committee must act honestly and in good faith, leaving aside personal interests to advance the public interest and mandate of the appeal committee to which the public member is appointed. This committee does not set policy direction, nor does this committee make policy decisions.

Appointments to the Certification Appeal Committee is made by Order in Council for terms of up to three years with an opportunity for renewal. The terms of appointment do not exceed a period of 12 years.

Skills and Experience Required

The following criteria must be met:

  • Applicants must be a resident of Alberta for at least one year;
  • Applicants must not hold or ever have held a teaching certificate;
  • Applicants are responsible for providing a Criminal Record Check upon request.

Candidates should demonstrate the following skills or experience:

  • Knowledge of, and experience with, Alberta’s education system;
  • Strong interpersonal and collaborative skills with the ability to recognize and value the contributions of board members, staff, and stakeholders;
  • Ability to apply critical thinking and problem solving skills to determine whether a teacher has been unprofessional or is professionally incompetent;
  • Excellent verbal and written communication skills; 
  • Knowledge of or experience participating in, administrative proceedings such as disciplinary hearings or tribunals and/or using the principles of natural justice (the responsibility to demonstrate fairness without bias).

The following skills and experiences are an asset for all committee members (including Chairs):

  • Experience with interpreting legislation;
  • Knowledge of, or experience with, government or locally developed school authority policy affecting Alberta’s education system;
  • Experience in conducting a conflict resolution or mediation process and making recommendations;
  • Recent experience on a private, public and/or volunteer/nonprofit board or committee (e.g., a professional, school or community organization) with knowledge of how a board or committee functions;
  • Knowledge of a superintendent’s role and/or school board operations;
  • Ability to apply critical thinking and problem solving skills to creatively assess situations and to generate innovative solutions to challenges facing teacher discipline committees. 
Remuneration and Time Commitment

Remuneration is provided by honorarium for public members appointed to these committees as follows:

  • $115 for up to and including four hours in any day, or
  • $191 for over four hours and up to and including eight hours in any day, or
  • $306 for over eight hours in any day.

This is in accordance with Order in Council 466/2007, Appendix 3, Schedule 1, Effective April 1, 2009 Part B, #1. Please refer to the schedule, Part B, #2 for the honorarium schedule for the chair. Additionally, travel expenses are also reimbursed for appointed public members. This is in accordance with Travel, Meal and Hospitality Expenses Directive, 1/2015, Sections: 5, 6, 7 and 27.

The frequency of hearings is determined by the number of matters referred to the committee by the number of cases appealed by applicants.
