The Board of Directors of the Alberta Energy Regulator (AER) is recruiting for a President and Chief Executive Officer (CEO).  

Location
This is a full-time position located at the AER Head Office in Calgary, Alberta. Some travel to Edmonton, Alberta and other AER field locations within the province will be required.
About the Agency

Organizational Overview

The AER ensures the safe, efficient orderly, and environmentally responsible development of hydrocarbon resources over their entire life cycle. This includes allocating and conserving water resources, managing public lands, and protecting the environment while providing economic benefits for all Albertans.

Since 1938, Alberta’s oil and gas regulator has adapted to meet innovations in technology, new industry activity, and changing social expectations. The AER builds on this foundation and prepares the province to take on the next era in energy regulation.


What the AER Does

The Government of Alberta gives the AER authority to ensure that companies develop the province’s hydrocarbon resources in a safe and environmentally responsible fashion, and without waste. The AER:

• Reviews applications and make decisions on proposed energy developments.

• Oversees all aspects of energy resource activities in accordance with government policies.

• Regularly inspects energy activities to ensure that all applicable requirements are met.

• Penalizes companies that fail to comply with AER requirements.

• Holds hearings on proposed energy developments.

To make this happen, the AER employs some 1,200 inspectors, technical staff, scientists, investigators, stakeholder engagement specialists, mediators, lawyers, regulatory experts, and other employees in 15 locations around Alberta.

The AER has a clear strategy to fulfill its mandate, reach its vision of regulatory excellence, and deliver results for all Albertans.


Why the AER Was Created

The Government of Alberta created the AER in 2013 when it proclaimed the Responsible Energy Development Act. The AER took on regulatory functions related to energy development that were previously held by Alberta Environment and Sustainable Resource Development (now Alberta Environment and Parks) and combining them with the regulatory functions of the Energy Resources Conservation Board.

The AER’s role is to develop and enforce rules and regulations around energy development, taking direction from government policy. The AER is also responsible for regulating:

• Over 422,000 kilometres of pipelines

• Over 167,000 operating wells

• Over 30,000 oil facilities

• 50 thermal in situ (oil sands recovery) projects

• 9 oil sands mines

• 5 bitumen upgraders

• 4 coal processing plants

• 6 producing coal mines

Role Description

Reporting to the Chair of the Board, the President and CEO of the AER is accountable for the operations of the organization. The Chair and Board of Directors set the general direction of the AER, and the CEO is accountable for aligning the organization and delivering on that direction. The CEO and Board also partner with the Government of Alberta to set long term objectives and short term targets.

Some of the key accountabilities and functionalities of the President and CEO include:

• Shaping and communicating the AER’s vision and strategy, under the guidance of the Board.

• Communicate the AER’s vision and strategy internally and externally.

• Aligning and prioritizing plans, resources, structures, and activities for the AER to deliver operationally.

• Set clear direction and articulate business plans to deliver on the strategy.

• Set and monitor business metrics, as well as communicate progress on these.

• Develop efficient organizational structure to deliver on the AER’s mandate and strategy.

• Create priorities for activities and allocate resources effectively to create alignment for delivery of outcomes.

• Ensure financial and risk management for organizational sustainability.

• Engage the AER’s many and varied key stakeholders to ensure the organization is positioned for success and credibility.

• Build and maintain relationships with industry, landowners, the Government of Alberta, Aboriginal and Metis peoples, Non-Governmental Organizations, and environmental organizations.

• Represent the AER, its mandate, and values externally.

• Position the AER as reasoned, balanced, and responsive.

• Set the pace and tone of the organization, and establish how the AER operates and makes decisions.

• Ensure performance and accountability while maintaining responsible risk management.

• Guide AER leadership and staff to operate and make decisions based on the AER’s mandate, regulatory leadership, systems thinking, and long-term perspectives.

• Create an organizational culture focused on value, outcomes, effectiveness, and good process.

• Build an innovative organization that delivers on outcomes with efficiency and effectiveness.

• Establish credibility, consistency, transparency, and external engagement, while communicating progress and outcomes in relation to the strategic plan.

• Support good governance and enable the Board to provide oversight.

• Build leaders, talent, and culture while role modelling values and integrity.

• Develop a high-performing leadership team.

• Guide development of human capital strategies to ensure the AER has the right talent and leadership needed to deliver its mandate in the long term.

• Steward an effective culture grounded in the AER’s mandate and strategic goals.

• Keep abreast of the evolving context (industrial, political, social, environmental, technological, legal and regulatory, etc.) to position the AER for long-term success and sustainability.

Skills and Experience Required

• Executive leadership with at least 20 years’ experience in management, regulatory, or industry experience

• A minimum Bachelor’s degree in a related field

• Significant experience in the energy industry (conventional, coal, oil sands, unconventional gas)

• Knowledge of relevant legislation and regulatory experience a definite asset

• Public policy experience (and how government works)

• Financial literacy

• Functional skills - strategic planning; human resource management; communications; marketing; and information technology

• Extra-provincial experience or networks an asset

Remuneration and Time Commitment

This is a full time position located at the AER Head Office in Calgary, Alberta. Some travel to Edmonton, Alberta and other AER field locations within the province will be required.

Remuneration for this position is governed by the Reform of Agencies, Boards, and Commissions Compensation Act and the four core compensation principles for public agencies: public service, fairness and consistency, transparency, and fiscal prudence.
