The President of Treasury Board, Minister of Finance is seeking applications from individuals interested in serving as Chair of the Alberta Gaming, Liquor & Cannabis Commission (AGLC).
This recruitment may be used to fill other Board positions.
The AGLC is responsible for administering the Gaming, Liquor and Cannabis Act, Regulation and related policies. The AGLC focuses on ensuring the gaming, liquor and cannabis activities in Alberta are conducted honestly, openly and with integrity. The AGLC also focuses on maximizing the economic benefits of gaming, liquor cannabis activities in the province to benefit Albertans.
The Board oversees the AGLC's strategic direction and operational policies, and monitors financial results and the performance of the President and Chief Executive Officer. It is the responsibility of the Board to make decisions about gaming, liquor and cannabis licenses and registrations, and to conduct hearings relating to alleged violations of the Gaming, Liquor and Cannabis Act, the Gaming, Liquor and Cannabis Regulation, and AGLC policies.
The Board is has up to nine independent members, including a Chair. They are responsible to the Minister of Finance and President of Treasury Board of the Government of Alberta.
The Chair is accountable to the President of Treasury Board and Minister of Finance for the broad governance of the AGLC and strategic leadership of the Board. The Chair is responsible for leading the Board and associated committees, and mentoring Board Members. The Chair must demonstrate the ability to build and maintain constructive relationships with a broad group of internal and external stakeholders, including industry, ministries, municipalities, federal government agencies, other government bodies, Indigenous groups, academia, and the public. The Chair ensures that the Minister is provided with timely, relevant and accurate reports, well as ensuring the Board is fulfilling its mandate.
The successful candidate will have extensive board experience, preferably in a Chair role, with proven success as an executive leader. Knowledge of the principles of natural justice and the functions of administrative tribunals is required. Understanding of the liquor, gaming and cannabis industries in Alberta and other jurisdictions is considered an asset. The candidate will have experience running complex and challenging administrative hearings. Strong analytical skills and the ability to take complex information and diverse points of view into consideration in making sound decisions are essential. The candidate will have in-depth knowledge of business planning, accountability processes, and performance management systems. Proven ability to build collaborative relationships with a wide variety of stakeholder groups to achieve mutual goals and balance diverse needs and interest are core competencies. Strong interpersonal, collaborative, decision-making and team-building abilities, excellent verbal and written skills, with a strong organizational capacity are critical competencies for the successful candidate.
Specialized Knowledge and Experience
Experience with administrative law or experience in quasi-judicial processes is considered an asset. Experience working with Indigenous Peoples and knowledge of Indigenous opportunities and challenges as it relates to gaming, liquor and cannabis is desirable. Information Technology experience in a large and complex business environment, familiarity with the gaming or liquor industries, and experience in cannabis warehousing and distribution are desired.
The Board of the AGLC meets at least 8 times per year. The majority of the meetings are conducted in St. Albert, but are occasionally scheduled in Calgary. In its function as an administrative tribunal, members of the Board also conduct hearings. Hearings are held in St. Albert and Calgary. This opportunity requires a commitment of three to six days per month and related travel. The Chair is remunerated by honorarium and travel expenses are reimbursed.
For the Chair: Schedule 1, Part A of the Committee Remuneration Order (OC 466/2007)) also prescribes the remuneration for the chair position. The Chair will be paid double the amount stated in O.C. 466/2007, and is as follows:
(a) $438 for up to and including 4 hours in any day, or
(b) $766 for over 4 hours and up to, and including, 8 hours in any day, or,
(c) $1202 for over eight hours in any day, spent on the business of the AGLC.
All honoraria is subject to review.
