The Minister of Municipal Affairs is seeking applications from individuals interested in serving as Chair of the Safety Codes Council.

Location
Meetings are generally held in Edmonton. The annual Safety Codes Council Conference is typically held in Banff.
About the Agency

The SCC is a statutory corporation created by the Safety Codes Act (SCA). It comprises stakeholders from municipalities, business, labour, persons with disabilities, and technical experts in the disciplines under the SCA. The SCC exists to support the Minister’s responsibilities to encourage the safe management of any thing to which the SCA applies. Support includes, but is not limited to:

  • providing advice to the Minister on codes and standards; 
  • accrediting municipalities, corporations, and agencies to be able to administer the SCA on behalf of the Minister;
  • certifying safety codes officers and master electricians;
  • overseeing administration of the SCA in unaccredited municipalities through the Alberta Safety Codes Authority (ASCA);
  • hearing appeals on technical matters under the SCA;
  • providing an information system to support the safety system; and
  • carrying out activities on behalf of the Minister.
Role Description

The Chair of the Safety Codes Council is appointed by the Minister of Municipal Affairs to provide leadership in the corporate governance of the SCC. This encompasses instilling a vision, and guiding the SCC in establishing strategic direction and policy frameworks. The chair serves as chair of the governance body, and sits as an ex-officio member on the Technical Coordinating Committee (TCC) and all committees and sub-councils. The chair is responsible for ensuring that the SCC functions effectively and successfully carries out the Minister’s public safety policy. The chair is the official spokesperson for the SCC.

The Minister will be selecting one individual to serve as SCC Chair, effective June 2019.

The appointment will be for three years and may be extended for up to a total of nine years of service.

Skills and Experience Required

The chair will have comprehensive and varied career experience, complemented by several years of volunteer and/or public service. The ideal candidate will have extensive related experience in an executive management role, exceptional interpersonal and communication skills, and proven ability to motivate others to achieve results, collaborate with a variety of stakeholders, and manage change.

Post-secondary experience in a related area is required.

To be effective, the chair should demonstrate strategic thinking, relationship-building, and leadership skills.

Remuneration and Time Commitment

Board members, including the chair, are eligible to receive remuneration in accordance with section 10 of the SCC bylaws, which states: “Remuneration shall be in accordance with the Government of Alberta’s Committee Remuneration Order as revised from time to time.”  Schedule 1, Part A of the Committee Remuneration Order (OC 466/2007). Current Rates:

The chair of a committee shall be paid :   

  • $219 for up to and including four hours in any day, or
  • $383 for over four hours and up to and including eight hours in any day, or
  • $601 for over eight hours in any day, spent on the business of the committee.

Travel expenses to meetings and associated expenses are also covered by the SCC as prescribed in their bylaws.

Total time commitment will average 1-2 days per month, including general board oversight and management duties, and preparation for, and attendance at:

  • quarterly board meetings,
  • monthly meetings with the CEO,
  • an annual strategic planning meeting, and
  • the annual SCC Conference.

Meetings are generally held in Edmonton. The annual conference is held in Banff.
