Role Required

The Minister of Labour is seeking applications from individuals interested in serving as public members of the Chartered Professional Accountants of Alberta, Discipline and Appeal Tribunals and Complaints Inquiry Committee Roster.

Location
Offices are located in both Edmonton and Calgary. Candidates should be available to travel throughout the province as required.
About the Agency

Chartered Professional Accountant (CPA) is the Canadian business and accounting designation representing more than 200,000 professional accountants across the country. As part of the CPA profession in Canada, The Chartered Professional Accountants of Alberta (CPA Alberta) is the professional organization for more than 28,000 accountants across the province.

Vision: To be the pre-eminent, internationally recognized Canadian accounting designation and business credential that best protects and serves the public interest.

Mission: To protect the public interest by educating and regulating the competency and ethical standards of its members, and promoting the value of the CPA designation.

CPA Alberta operates under the provincial Chartered Professional Accountants Act, the purpose of which is to: protect the public; protect the integrity of the accounting profession regulated under the Act; promote and increase the competence of registrants; and regulate the conduct of registrants.

Role Description

Public members appointed to professional regulatory organizations (PROs), such as the CPA Alberta, are a key mechanism that the Government of Alberta uses to ensure the accountability of PROs. Public members are appointed to the CPA Alberta by Order in Council to:

• ensure professional governance activities for the profession are conducted in a manner that protects and serves the public interest;

• develop policies in accordance with legislation to make responsible decisions;

• act fairly and in the public interest;

• adhere to statutory requirements; and

• develop and foster professional standards.

Public members must:

• contribute an independent and objective perspective that is external to that of registered members of the profession;

• ensure views of the general public are considered in the decisions being made by the governing body

• prepare for, attend, and participate in disciplinary hearings or discipline committee meetings;

• participate fully in the decisions being made in the disciplinary processes of the governing body; and

• provide input on disciplinary decision making and assist in preparing written disciplinary decisions.

Multiple public members are needed to form a roster from whom members may be selected to serve on:

i. Complaints Inquiry Committee;

ii. Discipline Tribunals; or

iii. Appeals Tribunals.

CPA Alberta’s Complaints Inquiry Committee considers the reports of investigators appointed to investigate complaints against registrants of CPA Alberta. The Complaints Inquiry Committee makes a decision to: refer the complaint for a disciplinary hearing, dismiss the complaint and recommend that no further action be taken, or refer the complaint for further investigation.

If an allegation of unprofessional conduct is referred to a discipline tribunal, the tribunal is responsible for determining whether the conduct of the investigated party constitutes unprofessional conduct. An appeal tribunal may quash, confirm, vary or reverse all or any part of a decision of the body from which the appeal was made, make any finding or order that in its opinion the body ought to have made or refer the matter back to the same or another body, with or without directions.

Public members are appointed for a term of up to three years and may be eligible for reappointment for an additional term.

Skills and Experience Required

Applicants must be 18 years of age or older and a permanent resident of Alberta.

Successful applicants must demonstrate the following competencies and skills:

• Relevant Professional/Volunteer Experience – The candidate has professional, volunteer and/or non-profit experience that is relevant and valuable to CPA Alberta.

• Specialized Contextual Knowledge - The candidate has an understanding of the role of a public member and how that role is unique within the context of the CPA Alberta. Knowledge or experience related to regulatory discipline processes or decision making is an asset.

• Personal Effectiveness Skills - The candidate has personal skills or attributes that serve them to be an effective public member and is able to provide leadership and sound, responsible perspective on behalf of the Government of Alberta and Albertans.

Preference will be given to candidates who demonstrate:

• an appreciation and understanding of the responsibility and accountability that CPA Alberta has to govern their members in the public interest;

• well-developed analytical, problem solving, and strategic and critical thinking skills;

• superior communication and interpersonal skills with a common sense approach, sound judgement, and reputation for demonstrating integrity, accountability, adaptability and excellence

• have an appreciation of the need for confidentiality and sensitivity

• have prior adjudicative experience

• have an understanding and interest of the issues facing the profession.

The following are NOT eligible to be appointed as public members:

• A person who is a regulated member of CPA Alberta

• A person who is eligible to receive a designation from CPA Alberta.

Remuneration and Time Commitment

Public members must be willing to attend approximately four to eight full-day meetings per year. Most meetings will take place during business hours, with occasional weekend and evening meetings. Public members can expect to make a significant time commitment to meet the demands of this role.

Public members are considered volunteers and receive a small stipend in accordance with Schedule 1, Part A of the Committee Remuneration Order, Order in Council 466/2007, Schedule 1 (Section 1 and 3) effective April 1, 2009 in recognition of their volunteer efforts. Rates are as follows:

A member of a committee, shall be paid:

(a) $164 for up to and including four hours in any day, or

(b) $290 for over four hours and up to and including eight hours in any day, or

(c) $427 for over eight hours in any day, spent on the business of the committee, honoraria is subject to review.

Honorariais subject to review. They may also be reimbursed for reasonable living and traveling expenses necessarily incurred in the course of performing their duties as public members in accordance with the Public Service Relocation and Employment Expenses Regulation and the Government of Alberta's Travel, Meal and Hospitality Expense Policy.
