Role Required

The Minister of Service Alberta is seeking applications from individuals interested in serving as a public member of the Real Estate Council of Alberta (RECA).

About the Agency

Established in 1995, RECA is an independent, non-government agency, responsible for regulating real estate, mortgage broker, and real estate appraisal professionals under the Real Estate Act of Alberta.

RECA’s mandate includes setting and enforcing standards of conduct for real estate professionals, protecting consumers affected by the real estate industry, providing services that improve the industry, and to protect against mortgage fraud as it relates to the industry.

Role Description

The public member will play a role in providing the overall leadership and strategic direction for the organization, which includes:

  • establishing the policies that guide RECA in the fulfillment of its mission;
  • approving the budget to ensure financial resources are allocated in a manner consistent with the business plan, goals, and priorities; and
  • monitoring the results that are achieved and evaluates RECA’s performance in relation to the strategic direction provided by Council.

The public member is appointed for a term of up to three years and may be eligible for reappointment for a second term of up to three years.

Service Alberta recognizes the importance of reflecting the diversity of Alberta in the composition of boards, and welcomes candidates with varied backgrounds, careers, and community leadership experience. If needed, training can be made available to support the successful candidate’s development.

Skills and Experience Required
  • A background in community service.
  • Awareness and understanding of issues impacting the real estate industry.
  • Teamwork.
  • Strategic thinking/planning.
  • Written and verbal communication.

Experience with regulatory processes, tribunals, and administrative law or the development of policies, rules, and standards is an asset but is not required.

To be eligible for appointment a candidate must:

  • Be a resident of Alberta,
  • Not be licensed/regulated by RECA, and
  • Not have or derive any interest in or from the real estate industry, save as an individual home owner.
Remuneration and Time Commitment

Members of Council receive honoraria for conducting council business and attending authorized committee meetings, including hearing panels for conduct issues. Members of Council are also entitled to be reimbursed for all necessary travel expenses. The honorariums are set by Council according to the Real Estate Act Bylaws.

Honorarium details are as follows:

  • more than four hours per day to attend Council meetings and committee meetings – $400 for public members;
  • four hours or less per day on Council meetings and committee meetings – $300 for public members; and
  • travel time on day other than meeting day – $400 for more than four hours and $300 for less than four hours.

The average time spent by a Council member, including Council meetings, committees, conferences, and training, is 24 days per year. The time commitment will vary however, depending on Council responsibilities and the committees on which the member serves.
