The Minister of Health is seeking applications from members of the general public to assist Alberta’s regulated health professions in governing their registered members in the public interest. Your application will be considered for appointment as a public member to any one of the 27 health profession college councils established under the Health Professions Act or one of the 2 health discipline association governing bodies designated under the Health Disciplines Act as indicated below:

About the Agency

There are 29 regulated health professions in Alberta (27 are governed under the Health Professions Act and 2 are governed under the Health Disciplines Act). Each regulated health profession is governed by a health profession regulatory college or a health discipline association. Each college or association oversees the practice of their registered members in a manner that protects and serves the public interest. The council of a college or the governing body of a health discipline association is responsible for:

  • establishing or recommending the minimum entry standards that must be met by practitioners in order for them to become registered members of the regulated health profession;
  • establishing, maintaining and enforcing the standards of practice and codes of ethics that guide the registered members of each regulated health profession; and
  • hearing appeals of decisions made in response to complaints heard by the college or association about registered members of regulated health professions.

In general, public members must make up 25% of a council’s or governing body’s voting members. The remaining voting members of the council or governing body are registered members of the regulated health profession who are elected by the general membership.

Role Description

In this role, public members

  • Contribute an independent and objective perspective that is external to that of registered members of the profession;
  • Ensure views of average health system users, third parties and the general public are considered in the decisions being made by the council or governing body;
  • Prepare for, attend, and participate in council or governing body meetings;
  • Participate as a fully voting member in the decisions being made by the council or governing body; and
  • Provide reports or messages in the college or association Annual Report.
Skills and Experience Required

The Minister is looking for public members who demonstrate:

  • An appreciation and understanding of the responsibility and accountability that a college or health discipline association has to govern their registered members in the public interest;
  • Basic knowledge and understanding of Alberta’s health care system, including current and emerging issues affecting health care;
  • Well-developed analytical, problem solving, and strategic and critical thinking skills;
  • Superior, confident communication skills;
  • The ability to develop respectful relationships and demonstrate integrity, impartiality, collaboration and inclusiveness;
  •  Have an appreciation of the need for confidentiality and sensitivity; and
  • A willingness to honour the time commitment required of a public member.

Successful applicants may demonstrate the following competencies and skills: 

  • Leadership experience in areas such as professional governance, strategic planning, and risk management.
  • High-level or administrative decision making.
  • An understanding of policy issues facing health professions and health disciplines in Alberta.
  • An understanding of how health professional regulatory bodies operate.
Remuneration and Time Commitment

Public members are appointed for a term of up to 3 years and may be eligible for reappointment for an additional term but may only serve a maximum of 6 consecutive years. Councils of health profession colleges and governing bodies of health discipline associations meet approximately 8 full days per year. They may also be asked to attend an annual general meeting. Meetings are held primarily in the Calgary and Edmonton areas. Public members can expect a significant time commitment to meet the demands of this role.

Public members may receive remuneration in accordance with Schedule 1, Part B of the Committee Remuneration Order  (OC 466/2007 effective April 1, 2009) for time spent attending meetings but are not remunerated for preparation or travel time. Current rates:

  • $115 for up to and including 4 hours in any day, or
  • $191 for over 4 hours and up to and including 8 hours in any day, or
  • $306 for over 8 hours in any day, spent on the business of the committee.

Honoraria is subject to review.

They may also be reimbursed for reasonable living and traveling expenses necessarily incurred in the course of performing their duties as public members in accordance with the Public Service Relocation and Employment Expenses Regulation and the Government of Alberta’s Travel, Meal and Hospitality Expense Policy.
