Role Required

The President of Treasury Board, Minister of Finance is seeking applications from individuals interested in serving as a Chair or Board member of the Alberta Gaming and Liquor Commission (AGLC). 

This posting will fill two board member positions on the AGLC’s Board of Directors.One of the two positions may be designated as board Chair. Upon submitting your application, please clearly indicate if you are interested in the Chair position, if appointed to one of the board member positions.

About the Agency

The Alberta Gaming and Liquor Commission is responsible for administering the Gaming and Liquor Act, Regulation and related policy. The AGLC focuses on ensuring the gaming and liquor activities in Alberta are conducted honestly, openly and with integrity. The AGLC also focuses on maximizing the economic benefits of gaming and liquor activities in the province to benefit Albertans.

Role Description

Board Member Role Description

  • The AGLC board develops policy, conducts hearings, and makes licensing and registration decisions to ensure that Alberta's liquor and gaming industries are well regulated and well managed to benefit Albertans.
  • The responsibilities of the Board include ensuring the powers and duties of the AGLC are carried out, establishing policies, conducting hearings and making decision regarding licences and registrations.
  • As a quasi-judicial tribunal, the Board conducts hearings and makes decisions with respect to licenses and registrations that ensure the liquor and gaming industries are well-regulated and managed to benefit Albertans.
  • The Board provides advice to the Minister on issues pertaining to liquor and gaming policy, and communicates with the Minister and Deputy Minister as required.

Chair Role Description

  • The Chair is accountable to the President of Treasury Board and Minister of Finance for the broad governance of the AGLC and strategic leadership of the board.
  • The Chair must demonstrate the ability to build and maintain constructive relationships with a broad group of internal and external stakeholders, including industry, ministries, municipalities, federal government agencies, other government bodies, Indigenous groups, academia, and the public.
  • The Chair ensures that the Minister is provided with timely, relevant and accurate reports, well as ensuring the board is fulfilling its mandate.
Skills and Experience Required

Board Member Skills and Experience

  • The candidate’s ideal background and experience reflect a track record of influential leadership and success in senior level roles within organizations. Previous experience with corporate, government or community boards is desirable.
  • The candidate has a solid understanding of related business and public policy issues.
  • The candidate demonstrates an ability to think strategically about the opportunities and challenges facing the AGLC and to engage in short, medium and long-range planning to provide high-level guidance and direction to the AGLC.
  • The candidate demonstrates a consensus focused approach and ability to work collaboratively with other board members, stakeholders and the general public.
  • A commitment to good governance and accountability practices, and a reputation for integrity, fairness, and principled decision making are essential.

Chair Specific Skills and Experience

  • Extensive board experience, preferably in a Chair role, with proven success as an executive leader.
  • Knowledge of the principles of natural justice and the functions of administrative tribunals.
  • Understanding of the liquor and gaming industries in Alberta and other jurisdictions is considered an asset.
  • Ability to run complex and challenging administrative hearings.
  • Strong analytical skills and the ability to take complex information and diverse points of view into consideration in making sound decisions.
  • In-depth knowledge of business planning, accountability processes, and performance management systems.
  • Proven ability to build collaborative relationships with a wide variety of stakeholder groups to achieve mutual goals and balance diverse needs and interest. Strong interpersonal, collaborative, decision-making and team-building abilities are critical.
  • Excellent verbal and written skills, with strong organizational capacity.

Specialized Knowledge and Experience

The following specialized knowledge and experience are desirable:

  • Experience with administrative law or experience in quasi-judicial processes.
  • Experience working with Indigenous Peoples and knowledge of Indigenous opportunities and challenges as it relates to gaming and liquor.
  • Experience with Information Technology in a large and complex business environment. Familiarity with the gaming or liquor industries.
Remuneration and Time Commitment

This opportunity requires a commitment of three to six days per month and related travel; approximately 20 days per year of accumulated time. Board Members are remunerated by honorarium and travel expenses are reimbursed.

For Board member: Schedule 1, Part A of the Committee Remuneration Order (OC466/2007) prescribes remuneration for this position. The Board Member will be paid double the amount stated in O.C. 466/2007, and is as follows:

(a) $328 for up to and including 4 hours in any day, or

(b) $580 for over 4 hours and up to, and including, 8 hours in any day, or,

(c) $854 for over 8 hours in any day, spent on the business of the AGLC.

 For the Chair:  Schedule 1, Part A of the Committee Remuneration Order (OC 466/2007)) also prescribes the remuneration for the chair position. The Chair will be paid double the amount stated in O.C. 466/2007, and is as follows:

(a) $438 for up to and including 4 hours in any day, or

(b) $766 for over 4 hours and up to, and including, 8 hours in any day, or,

(c) $1202 for over eight hours in any day, spent on the business of the AGLC.

All honoraria is subject to review.
