Role Required

The Minister of Agriculture and Forestry is seeking applications from individuals interested in serving as a  member of the Agriculture Financial Services Corporation (AFSC) .

Location
The AFSC head office is located in Lacombe, AB. Members may attend board meetings in Edmonton, Calgary, or Lacombe / Red Deer.
About the Agency

Agriculture Financial Services Corporation (AFSC) is a provincial Crown corporation governed by a Board of Directors that provides farmers, agribusinesses and other small businesses loans, crop insurance and farm income disaster assistance. AFSC has provided Alberta farmers with hail insurance for over 75 years, and has grown into a diverse corporation with several core business areas, including crop insurance, livestock price insurance, farm loans, commercial loans and farm income disaster assistance.

Role Description

The Board is responsible for the governance of AFSC and overseeing the management of AFSC’s business and affairs on behalf of the Minister of Agriculture and Forestry. The Board guides AFSC’s strategic direction, including ensuring broad strategies, overall risk appetite, and policy direction of the government is reflected in AFSC’s business plans. The Board also approves and monitors AFSC’s business plans, operational plan and financial results, evaluates the performance of AFSC’s President, and is ultimately accountable to the Minister. Board members must act honestly and in good faith, leaving aside personal interests to advance the public interest and mandate of AFSC.

AFSC Members are appointed by Ministerial Order for a fixed term of up to three (3) years, with the potential for reappointment based on satisfactory performance, to a maximum of ten (10) years of continuous service.

Skills and Experience Required

Members of AFSC are required to have prior Board experience with a for-profit entity, large public committee, crown corporation, or major organization with a governance or advisory board.Familiarity with agriculture in Alberta, issues affecting agriculture, and the role agriculture plays in rural development are essential. A proven track record of success in an agricultural operation, value-added industry, food processing, or commercial enterprise would be considered an asset.

Knowledge of Alberta’s economy, geography and business community and the ability to analyze situations, issues, and solutions from a strategic perspective are critical for success in this role. Members with prior experience at a Canadian bank, regional financial institution or insurance company, or are recognized as a subject matter expert in a related industry such as insurance, financial services, risk management, agribusiness, food-processing or manufacturing are preferred.


Remuneration and Time Commitment

All Members are paid an honoraria as prescribed by the Lieutenant Governor in Council in Order in Council 466/2007, Schedule 1, Part A, effective April 1, 2009.

Per diems and travel expenses will be paid in accordance with AFSC guidelines.

The Board, and any of its Committees, meet at least four times per year at various locations throughout the province, usually Edmonton, Calgary, or Lacombe / Red Deer.
