Huxley, Tim
Tim is a fourth generation Albertan born in Calgary and has lived there throughout his life. His first home was a condominium, chosen for the convenience and lifestyle it provided. He continues to reside in a condominium today and has served multiple terms on his condominium board. In 2000, Tim started working for real estate developers, gaining extensive knowledge about buildings and their operations. He has held a real-estate licence for over a decade, providing him with insights into how people live and interact in condominium communities. Through these customer-focused roles, Tim has observed how misunderstandings and disputes can arise, and how the Tribunal can help resolve these issues early. Tim looks forward to sharing his experience and contributing to a Tribunal that is fair, effective, and easily accessible.
Roosenboom, Gerrit
Gerrit has been providing mediation, arbitration and consulting services to condominiums in Alberta for 25 years. He specializes in fair, timely, and evidence-based decision-making. Gerrit brings deep knowledge of condominium governance, strong analytical skills from federal investigative work and a proven ability to manage complex interpersonal and organizational conflicts. He is committed to impartiality, procedural fairness and accessible dispute resolution for condominium communities.
Dawson, Jeff
Jeffrey has owned commercial and residential condominium properties, has served on a condominium board for one, and currently sits on the board for a property owned by his daughter. As an owner and board member, he understands both sides of common disputes.
Jeffrey is an experienced businessperson with insight into how individuals deal with adjudicative bodies. His 12 years as a municipal councillor have given him experience in many facets of property rights, including those of condominium owners, while teaching him to listen actively, apply legislation in a fair and unbiased manner, and provide sound judgment. With more than a decade of experience on several adjudicative bodies, he has honed his writing skills through well-reasoned decisions that help parties understand relevant evidence and how legislation applies to them.
Holmes, Lisa
Lisa brings a unique combination of municipal leadership and practical property management experience to the Condominium Dispute Resolution Tribunal. Raised in Hanna, Alberta, Lisa has a deep connection to the province and has spent her career serving its communities, notably as the former Mayor of Morinville and former Chief of Staff to the Mayor of Edmonton. As an owner of multiple residential and commercial condominium properties across Edmonton and St. Albert, she possesses a firsthand, practical understanding of the complex operational, financial, and regulatory challenges facing condominium boards, owners, and residents today. Lisa holds a Master of Arts Leadership from Royal Roads University. Her extensive background in public administration, coupled with her direct experience in the condominium sector, supports her commitment to delivering fair, balanced, and well-reasoned decisions for Albertans.
Stappler, Melissa
Melissa is an Edmonton-based condominium lawyer who has provided advice to condominium corporations and unit owners alike on condominium governance, bylaw enforcement and other legal matters, including large insurance losses and condominium terminations. Called to the Alberta Bar in 2004, she holds a law degree from the University of Alberta and earned a Qualified Arbitrator (Q. Arb) designation in 2017. Melissa also has extensive quasi-judicial hearing experience, having appeared as claimant counsel at more than 300 Independent Assessment Process hearings.
Wakula, Walter
Walter has Bachelor of Commerce and MBA degrees from the University of Calgary. His career has included senior financial management, board of directors, and condominium- related experience. He has focused on organization start-up, transition, and turnaround at both the management and board level. Walter has served as a director/chair of several corporations and as director of Financial Executives International. He has also been a member of the University of Calgary Senate and the Institute of Corporate Directors.
Walter has lived in a condominium for twelve years and has served as President and Treasurer of his condo board. He now serves as Executive Director of the Alberta Condominium Management Education Consortium, which provides licensing courses for condominium management. He is also a Director and Treasurer of the Canadian Condominium Institute’s (CCI) South Alberta Chapter and Chair of CCI National’s Finance Committee. He has served on CCI provincial and national committees and panels, has written numerous articles on condo finance, and has developed and delivered courses in condo governance, finance and budgeting. Walter is a holder of CCI National’s Distinguished Service Award.
MacDougall, William
Bill became a realtor in January 2003 and has concentrated on residential, condominium, and country residential sales. He earned his Certified Condominium Specialist designation and went on to become Broker/Owner of MaxWell Capital Realty, where he also led weekly technical training. Bill is the Broker/Owner of Optimum Realty and has been a condominium owner for over 18 years.
Bill has instructed with the Calgary Real Estate Board (CREB), teaching all course material, and contributing to updates of the Certified Condominium Specialist course. He has delivered the Alberta Condominium Specialist course through the Alberta Real Estate Association and is also an Adjunct Instructor and course development consultant at the Southern Alberta Institute of Technology (SAIT). Bill has completed his Certified Distance Education Instructor Certificate and the Real Estate Business Institute’s Certified Real Estate Brokerage Manager course.
