Armstrong, Steven
Steven Armstrong obtained a Master’s of Science from the University of London. Steven spent 22 years in the Canadian Army as an infantry soldier and retired in 1998 as a Company Sergeant Major. Steven has also worked with the Canadian Red Cross, planning and leading relief and recovery responses for the 2016 Fort McMurray wildfires, the 2013 Alberta floods, the 2011 Slave Lake fires, the September 11 terrorist attacks, and others. Steven also has extensive experience serving quasi-judicial and judicial bodies as an investigator, an adjudicator and a governance advisor.
McKinley, Barbara
Barbara McKinley attended the University of Alberta and obtained her Bachelor of Arts degree in Linguistics and a Bachelor of Music degree. As owner of The Worker's Advocate, Ms. McKinley has over 20 years of experience assisting Albertans who have been injured on the job. She has volunteered for the Royal Alberta Museum and the Northern Alberta Co-operative Housing Association and is currently a member of the Board of Directors of the Hromada Housing Co-operative. She is a public member of the Alberta Consumer Appeal Board and Vice-Chair of the Alberta Funeral Services Regulatory Board. Ms. McKinley was awarded an honourary membership to Local 110 of the International Association of Heat and Frost Insulators and Allied Workers for her years of assistance to members suffering from the effects of asbestos exposure.
Piecowye, Debi
Debi Piecowye is a lawyer who has extensive administrative law experience. She has appeared before many tribunals and all levels of the Alberta Courts. She provides legal advice on a variety of matters to the Edmonton City Council and senior management. In addition to attaining an LLB with Distinction, she also earned an MBA from the University of Alberta. She holds a Certificate in Negotiation from Osgood Hall Law School of York University and a BA in English from the University of Saskatchewan.

Jim McCartney is an arbitrator and mediator who works with parties to resolve disputes outside of the court system. Jim is a director of ADR Institute of Canada and Centre for Public Legal Education in Alberta. He has also been a director of ADR Institute of Alberta and Alberta Law Foundation. He was Chair of the OCO '88 insurance committee and Vice President of Udderly Art. Jim is a Chartered Arbitrator and Chartered Mediator (ADR Institute of Canada).

Patricia Wheadon is the Assistant Registrar of the Alberta College of Occupational Therapists. She has experience on the Chartered Professional Accountants Discipline and Appeal Tribunals Roster. Patricia is a certified Investigator/Inspector and holds a Certificate of Tribunal Administrative Justice (CTAJ).
Abiiba, Funmi
Funmi Abiiba has a Bachelor's Degree in Economics from the University of South Africa, Master's in Business Administration from Coventry University, United Kingdom, Certificates in Project and Change Management from APMG (APM Group International) and Principles of Administrative Justice. Her work experience spans over ten years with Governments in South Africa, United Kingdom and Canada. She is currently Associate Vice President, Volunteer Management, Project Management Institute, Southern Alberta Chapter and serves as a Member on the Calgary Subdivision and Development Appeal Board.
Baron, Michael
Michael D. Baron is a Tenancy Dispute Officer who adjudicates landlord and tenant disputes at the Residential Tenancy Dispute Resolution Service (RTDRS). Michael has conducted numerous discipline and appeal hearings for CPA Alberta (formerly ICAA) as a public member. He has certification in Tribunal Administrative Justice and Arbitration and is a Qualified Mediator. Michael holds a Masters degree in Public Administration, a Bachelor of Arts degree in Political Science, and a Bachelor of Arts degree in Psychology fro the University of Winnipeg. He also holds a Management Development Certificate from the University of Alberta.
Chow, Geoff
Geoff Chow has a Master of Environmental Studies from York University and holds a Qualified Environmental Professional (QEP) designation from the Institute of Professional Environmental Practice. He is a retired Professional Biologist and is a retired Member of the Canadian Institute of Planners (M.C.I.P.) and the Alberta Professional Planners Institute. Geoff has served on the Chartered Professional Accountants Alberta (CPA) Discipline and Appeals Tribunal Roster for several terms and is cross-appointed for Alberta Institute of Agrologists Hearing Tribunals and Complaint Review Committee. His previous work in the field of environmental regulatory management included hearing management and participation, which provided tribunal process and panel member experience. This has been supplemented by the completion of the CPA Tribunal Roster Training.
Doolaege, Shari-Anne
Shari-Anne is a small business owner with a 20-year background in municipal administration and consulting. She provides governance training and has held several provincial appointments as a municipal inspector to evaluate municipal processes, legislative compliance and the conduct of officials in various Alberta communities. Shari-Anne has a Master of Public Administration (MPA) degree and is a Qualified Arbitrator (Q.Arb).
Letourneau, Adam
Adam Letourneau, QC is a lawyer, arbitrator and mediator who works with clients and parties to help them solve their legal disputes. He was employed by The City of Calgary, Assessment business unit for purpose of property assessment/taxation, and liaised with the public, all levels of government, corporate management and various provincial government and private interest groups. John has a diploma in Property Appraisal and Assessment Administration and numerous post-secondary certificates related to the property appraisal field. He holds a professional designation of Accredited Municipal Assessor of Alberta (AMAA), with the Alberta Assessors’ Association which is registered under the Professional and Occupational Associations Registrations Act (POARA). John is registered with two industry associations where, as a member, has been engaged in numerous governance activities including board president, director, and committee appointments. He has served as a board member on several member discipline hearings under (POARA).
McCorkell, Tammy
Tammy McCorkell is the Executive Director of a Provincial Harm Reduction Agency. The role furthers her work with strategic direction, governance and advocacy for vulnerable populations. As a CPHR, she specializes in corporate training and strength based leadership development. She has spent the last decade working within the Justice System, providing training to quasi-judicial boards in areas such as leadership, conflict resolution, administrative law, natural justice and the Youth Criminal Justice Act. She has extensive experience in community development, crime prevention, sentence adjudication, interpreting policy and legislation as well as program development and facilitation. Tammy has previously served on the Assured Income for the Severely Handicapped (AISH) and Income Support Appeals Boards. She currently sits on the City of Calgary’s Assessment Review Board and on the Council of the College of Alberta Denturists Regulatory Board. She is a Chartered Professional in Human Resources (CPHR), Certified Volunteer Administrator (CVA) and holds a Degree in Communication and Culture (BCC) from the University of Calgary.

Sharon McMullan-Baron is a teacher and has extensive board expertise in education, literacy, public libraries, public radio, social services and the arts and culture community. Ross Plecash graduated from the University of Alberta with a degree in Mechanical Engineering and a Master of Engineering in Engineering Management. He has worked in the Alberta resource sector and in the electrical utility industry He joined the staff of APEGA as the Assistant Director of Communications & Public Affairs, and assumed various roles thereafter. Mr. Plecash is the Chair of Alberta Computers for Schools, a not-for-profit organization which refurbishes used computers and provides them to schools, libraries, other learning organizations and low income and refugee families free of charge. He has served as the public member on the Council of the College and Association of Respiratory Therapists of Alberta, the Council on Alberta Teaching Standards and the Teacher’s Practice Review General Panel. Mr. Plecash is a Fellow of Engineers Canada, an honorary Fellow of Geoscientists Canada, and was awarded the APEGA Summit Award for Community Service.
Scott, Darlene
Darlene Scott, Q.C. received Queen’s Counsel designation in 2016. As a partner with Dentons LLP, she focuses on real estate, financing and commercial transactions. She has served as Chair of the Law Society’s Audit and Finance Committee, Conduct Committee and Credentials and Education Committee and is a member of the Executive Committees.
