Harris, Gwen

Ms. Gwen Harris holds a Bachelor of Education from the University of Calgary and a Bachelor of Laws from the University of Alberta. Ms. Harris is a lawyer with extensive administrative law experience- she has over 20 years of experience working in the tribunal environment, including chairing hearings and drafting decisions. Ms. Harris also designed and implemented Alberta’s Provincial Court Civil Claims Mediation Program.

Marshall, Mary

Ms. Mary Marshall is a lawyer with many years of experience working in the operation of the health system and the delivery of health services. She has a Bachelor of Laws from the University of Toronto and a Master of Laws from the University of Cambridge, and is a member in good standing with the Law Societies of Alberta and Upper Canada. Ms. Marshall has been part of a number of significant projects and committees, acting as an advisor, legal consultant and leader in preparing policy papers and advice on privacy legislation, amendments to the Health Information Act, the Mental Health Act and other health related legislation. In July 2017, she was appointed vice-chair for the Mental Health Review Panel Roster North Panel. Ms. Marshall has also been an active member of numerous committees including Accreditation Canada; the National Advisory Committee for the University of Alberta Information Access and Protection of Privacy Program; and Hearing Tribunals under the Health Professions Act. In addition to receiving a number of awards for meritorious service in the provision of quality legal services to Albertans, Ms. Marshall has also written on many topics relating to the health system and mental health in Canada.

Kent, Thomas

Mr. Thomas Kent is a lawyer with over 20 years of experience, specializing in civil litigation. He is a member of the Law Societies of Alberta and British Columbia, as well as a member of the Canadian Bar Association. He was first appointed to the Insurance Councils Appeal Board on February 15, 2021.
