Jossa, Dianna
Ms. Jossa holds a Master of Social Policy and Administration from Carleton University as well as a Certificate in Tribunal Administrative Justice. She has enjoyed a career in public service and has extensive experience in the management of health and social service programs, and has been a Registered Social Worker in Alberta since 2000. Ms. Jossa has served on a number of Boards and Commissions including the Appeals Commission for Alberta Workers' Compensation, the Alberta Hospice and Palliative Care Association and the Calgary Distress Centre.
Freeman, Catherine
Catherine (Kate) Freeman is an Edmontonian who is a community volunteer at the University of Alberta and her church, as well as a wife, mother, avid traveler and learner. Kate has volunteer board experience with the Senate of the University of Alberta, Pearson College, St. John's Anglican Church, Edmonton Public Library, and The Friends of Rutherford House.
Kate completed her Institute of Corporate Directors designation (ICD.D) in 2015.
Kate holds an MBA and a BA(Hons) from Queen's University.
Otway, Andrew
Andrew Otway operates a consulting business supporting the not-for-profit sector through governance and policy development and best practices. His focus is the health charity sector.
A graduate of the University of Alberta, he later received an MBA through Athabasca University.
Previous board experience includes the Mental Health Review Panel, the Women and Children Health Research Institute, UofA, and the Inner City Health Oversight Committee for AHS. He currently volunteers as the Chair of the Fort Edmonton Foundation.
Ukpabi, Ugochukwu
Ugochukwu Ukpabi, KC, is principal at YYC Lawyers in Calgary. Previously, he was partner at Lacourciere LLP. He worked in the commercial litigation group of a Tier 1 national law firm, Gowlings WLG and was compliance counsel of a major Alberta utility, ENMAX. He is a member of the Law Society of Alberta’s Equity, Diversity and Inclusion Advisory Committee. He has a Bachelor of Laws from the University of Nigeria, a doctorate in international trade law from Osgoode Hall Law School and was a Grotius fellow at the University of Michigan Law School.
Ezike-Dennis, Emeka
Chukwuemeka Ezike-Dennis is a lawyer with over 20 years of experience in legal practice and business management. He volunteers with Mothers and Mentors Canada, a not-for-profit dedicated to youth empowerment in Alberta. He is proficient in implementing governance processes and regulatory compliance. Emeka holds a Chattered Director designation from Degroot School of Business, Mcmaster University. He also holds a Bachelors and a Masters degree in Law from University of Benin, Nigeria, and University of South Africa respectively.
Axelsen, Leanne
Leanne Axelsen is a Education Consultant working with Family Solutions Group to bring Mental Health programming to children. Leanne was elected to WRPS Board in 2017 and 2021. Serving as board member and Vice Chair. As a Trustee she sat on many committees including: Leaders of Tomorrow, Joint City of Wetaskiwin and WRPS Liaison, Council of School Councils Chair, and many other Ad Hoc Committees. She is also a current board member on Wetaskiwin FCSS. Leanne has Business Cert. from TRU, GOA Orientation for Caregivers Cert., The Brain Story Cert.
Boyer, Barbara
Barbara is a retired nurse, with Baccalaureate and Masters degrees in nursing. She has extensive health care experience and has held many successive leadership roles. For the 15 years prior to retirement, she worked as a consultant for government, not-for-profit agencies, regional health authorities and health care service delivery organizations in Alberta and Saskatchewan. Barbara has been an active community volunteer her entire life, and has volunteered serving many health related and community not-for-profit organizations.
Colenutt, Avril
Avril Colenutt is a lawyer and adjudicator. She has an expertise in board governance, administrative law, adjudication, policy, medical law, artificial intelligence, and ethics. She holds a BA Honours, an LLB, and an LLM. She has had the privilege of sitting as a member for various boards, committees, and panels in Alberta.
Coombs, Geoffrey
Geoffrey Coombs works as a lawyer for the Workers' Compensation Board - Alberta, practicing in civil litigation and administrative law. Geoffrey has served on the board of directors for two condominium communities, a Vancouver community home care organization. In twenty years of practicing law, he has appeared before all levels of Court in Alberta. Mr. Coombs holds a Bachelor of Laws from the University of Alberta (2003) and Masters in Health Administration from the University of Ottawa (1983).
Gust, Deborah
Deborah Gust attended Mount Royal University for Justice Administration with a focus on Police Sciences. She was a founding Advocate member for a Victim Services group and eventually worked as the Coordinator. Her Board experience includes an appointment as Library Trustee. She enjoyed working extensively with young offenders with Correctional Services, assisting the Youth and their families through the EXJS program. Deborah is currently involved in studies through the Foundation of Administrative Justice, to further her Board Member education.
Hilsenteger, Kathryn
Kathryn is a retired health care professional- 25 years in cancer care followed by 17 years in health regulation leadership roles: Registrar/Complaint Director at ACMDTT, ED of the Federation of Regulated Health Professions. Kathryn's regulatory roles have provided her solid expertise and understanding of the regulatory processes related to hearing tribunal and complaint review. She has completed training in administrative justice. Ms. Hilsenteger holds Advanced Certification in Radiation Therapy and a Canadian Association Executive designation.
Huculak, Brett
Brett Huculak is a retired teacher, principal and assistant superintendent of public education in Alberta. Brett is a past Vice Chair of the Yellowhead East Health Advisory Committee. He is currently a member of the local tax assessment and subdivision and development appeal boards. Brett is also a member of the Public Advisory Committee for Claystone Waste Limited. Brett has a graduate certificate in human resources from Red Deer Polytechnic and a Master of Education degree in administration and Leadership from the University of Alberta.
Ladhani, Naeem
Naeem Ladhani received his Bachelor of Science in Pharmacy degree from the University of Alberta, and he subsequently completed industrial pharmacy residency training at the University of Toronto. Mr. Ladhani is a licensed pharmacist and is currently Manager of Provincial Outpatient Pharmacy Contracts at Alberta Health Services. He continues to practice as a clinical pharmacist at independent pharmacies on a casual basis. Mr. Ladhani has a great interest in healthcare, policy and governance. He currently serves on the Alberta Out of Country Health Services Appeal Panel, the Alberta College of Pharmacists Hearing Tribunal and the Canadian Council of Accreditation of Pharmacy Programs Accreditation Committee for Pharmacy Technician Programs. He previously served on the Board of Directors of the Canadian Association for Population Therapeutics as well as on the University of Alberta Senate and the University of Alberta Academic Planning Committee.
Nazir, Iqra
Iqra Nazir is a lawyer practicing administrative law. She is responsible for fulfilling statutory objectives relating to disciplinary proceedings on behalf of a regulator with the mandate to enforce industry conduct standards and protect the public. Iqra sat on the Greater Edmonton Health Advisory Council with Alberta Health Services from 2016-2019. She is currently on the Canadian Muslim Lawyers' Association Alberta Executive Committee. Iqra obtained her Juris Doctor (with Distinction) from the University of Saskatchewan.
Pallister, Kent
Kent Pallister is the former Chief License Inspector with the City of Calgary. He was with the City of Calgary for over 28 years and held various roles within the Emergency Management & Community Safety division. He is an Appeal Panel Member for Service Alberta as well as a citizen member of the Calgary Combative Sports Commission. Mr. Pallister holds a Bachelor of Arts in Criminology from Simon Fraser University.
Pate, Shirley
Shirley Pate holds a Bachelor of Science in Nursing and a Bachelor of Laws from the University of Alberta. She retired in 2021 after a 20 year career in regulatory and health profession governance. She was a senior policy analyst for the Ministry of Health then a regulatory affairs advisor for the College of Licensed Practical Nurses of Alberta. Some of Shirley’s additional background includes working as a registered nurse, a lawyer and serving as secretariat to Alberta Health’s former Health Professions Advisory Board and the Health Disciplines Board. Ms. Pate currently provides regulatory affairs consultation services and explored working in the retail sector where she discovered a new passion; providing excellent customer service to all Albertans.
Sheen, Linda
Linda Sheen is a Registered Respiratory Therapist with greater than 30 years experience serving the residents of Alberta. She is an advocate of fairness and accountability in all aspects of her job. In 2018 Linda volunteered to serve her professional college (College of Respiratory Therapists of Alberta) as a regulated member on disciplinary tribunals. She completed certification in Tribunal member and Investigator streams. Ms. Sheen holds her CTAJ certification from the Foundation of Administrative Justice.
Sherret, Laurel
Laurel Sherret works as Associate General Counsel at the Canada Energy Regulator. Previously she has worked in a number of organizations in Canada and abroad. She served on the Provincial Parent Advisory Committee for the Minister of Seniors, Community and Social Services and was a Member of the Board of Cerebral Palsy Kids and Families, amongst other community activities. Laurel has a BA in International Relations and BSc in Biological Sciences (University of Calgary), a JD (University of Victoria), and an LLM in Human Rights (LSE).
Sherstan, Peter
Peter Sherstan is experienced in managing complex investigations. Following a 31-year career in law enforcement, Mr. Sherstan accepted a position as Deputy Ombudsman and Public Interest Commissioner. In that role he oversaw investigations into the administrative processes and decisions of provincial government departments and municipalities. He was also responsible for investigating allegations of wrongdoing and reprisal in the public sector. Mr. Sherstan has a B.A. from Trinity Western, an M.B.A. from Liberty and a Diploma in Education from McGill.
Tran, Judy
Judy Tran graduated from the University of Alberta with a Bachelor of Commerce and is a Chartered Professional Accountant (CPA) with over 15 years of experience in corporate accounting, primarily in financial reporting and budgeting. She also adjudicates on administrative tribunals and spends her professional time consulting for municipal clients in financial administration and policy. Judy Tran also has spent time volunteering in the local arts community as board member for Workshop West Playwright's Theatre.
Wilkin, Georgeann
Ms. Georgeann Wilkin is currently retired from practice as a registered nurse and legal counsel. She is currently a public member on the Council of an Alberta Professional Regulator and has participated in various community volunteer activities. She has also participated as a public member for hearing tribunals under the Health Professions Act. Ms. Wilkin’s academic qualifications include RN, LLB and MSA.
Rolfe, David
Mr. Rolfe holds a Masters Degree in Clinical Social Work and retired from Alberta Government services after a 32 year career in the Mental Health and Children’s Services Ministries. He has extensive experience on Boards and Commissions having been appointed to numerous Appeal Panels related to Health, Human Services and Law Enforcement over the past 12 years. David is a trained mediator and has completed a number of courses related to Administrative Justice.
Matusko, Patricia
Patricia Matusko is a patient care advocate, active in her community. She is a past public member of the Alberta College of Pharmacy (ACP) Council and a past member of the Hearings Roster. She has extensive experience in Standards development/application at the provincial/national/international level and has worked to develop and enforce their legal requirements and application. Ms. Matusko is a retired RN, passionate about the provision of accountable health care and protecting the public interest.
