Ortt, Susan

Susan Ortt has a Bachelor of Arts (Special) in Criminology and an employment history in Correctional Services. Ms. Ortt’s governance experience includes the Chair of the Assured Income for Severely Handicapped (AISH) and Income and Employment Supports (IES) Appeal Panels, the Calgary Region Vice-Chair for the Community and Social Services and Children’s Services Appeal Panels. Ms. Ortt has also served as a member of the Calgary and South Mental Health Review Panel.

Betts, Leanne

Leanne Betts is a registered nurse and licensed practical nurse. She retired after a 36-year nursing and health management career. She serves as Treasurer for the Boscombe Community Centre and the Vice President Education for Lasting Impressions Toastmasters. Her governance experience includes the St. Paul Palliative Care Association and the College and Association of Registered Nurses Professional Conduct Committee. She managed community health programs including mental health, public health, home care and rehabilitation services.

Calliou, Chris

Christopher Calliou is a member of the Paddle Prairie Metis Settlement. Mr. Calliou possesses an Environmental Monitoring Certificate and is a qualified Safety Trainer for Non-Restricted Firearms. He has trained over 500 individuals, mostly Indigenous, in firearms safety. His governance experience includes the Youth Justice Committee in the Paddle Prairie Metis Settlement and the Metis Settlement Appeals Tribunal hearings. Chris possesses a social work diploma and is currently pursuing a BSW with University of Calgary.

Clevette, James

Jim Clevette possesses a Master’s of Arts in Education and a Bachelor of Education degree. He has spent his career as an educator in Alberta, holding positions of vice-principal, principal and area superintendent before his retirement in 2013. Mr. Clevette’s governance experience includes town councillor, Alberta Attendance Board, the Family and Community Support Services Board and sitting as a member on culture and recreation, ambulance and library boards.

Crockatt, Joan

Joan Crockatt has a Bachelor of Arts degree and a Southam Journalism Fellowship. She is the President and Strategic Management Professional at Crockatt Communications and a former Member of Parliament. She is an award-winning journalist, a communications consultant and a national public affairs commentator. Joan has extensive experience serving profit and not-for-profit agencies, including as Chair of the Calgary Herald Editorial board and of the Alberta College of Art and Design Fundraising Committee.

Dighe-Bramwell, Sarita

Sarita Dighe-Bramwell holds a Bachelor of Science Degree from the University of Alberta. She has 18 years previous experience working for the Ministry of Children’s Services in various management roles including policy development and program coordination as well as Child Intervention Coordination. She has extensive experience working with Albertans as an Investigator/Assessor and caseworker with the Edmonton and Area Child and Family Services Authority. Sarita is currently a consultant who provides services to build organizational capacity.

Foster, Victoria

Victoria Foster graduated from the Schulich School of Law at Dalhousie University in 2011, and is currently working towards her Masters of Law from the University of London. She is a sole practitioner in Red Deer and surrounding areas, practicing in the areas of family law and child welfare law. Ms. Foster serves as a member of the Citizen's Appeal panel, where she sits on appeal hearings for AISH and income support matters. She is also a member on the Legal Aid Alberta Appeals Committee, as well as a member of the board of directors for the Central Alberta Community Legal Clinic. Ms. Foster is a member of the Red Deer Subdivision and Development Appeal Board and the Red Deer Appeal and Review Board, which deal with development and subdivision appeals, and bylaw appeals. She has also recently joined the board of directors of Vantage Community Services, which is an organization that helps youths, adults, and families with counselling, housing, life skills training, and in-house mental health treatment.

Frederick, Brenda

Candice Frederick retired from the Edmonton Police Service after a 26 year career which included several years as an intake officer and investigator with the Zebra Child Protection Centre. She holds certificates in Criminal Intelligence Analysis, Supervision and Management and Human Resource Management from Edmonton Public Schools Continuing Education Services. Candice was also the recipient of the 2005 Our Missing Children Award of Excellence. She has served as a member and Treasurer of the Davidson Creek Housing Co-op Board and is currently the Volunteer Coordinator and Business Manager with her church organization

Georgsen, Samantha

Samantha Georgsen has a public relations practice, helping clients across western Canada reach their strategic communication and advocacy goals. She previously held various roles at all three levels of government, including in the areas of health, education and environment. Samantha has two decades of board and committee experience with various local community groups in both Calgary and Edmonton.


Samantha holds a Bachelor of Arts in Communications, as well as a Bachelor of Arts in Political Science from the University of Calgary.

Gunn, Gerald

Gerald Gunn has a Bachelor of Arts degree in Criminal Justice. He is a Program Coordinator with Curb the Danger, and was an Executive Officer with the Edmonton Police Services for over 28 years. He served on the Parole Board of Canada for nine years, and as a past Director and Vice-President of the Edmonton Police Association. Gerald has been active in community organizations and has extensive volunteer experience, including Santa’s Anonymous, the Rainbow Society, and D.A.R.E. Healy, Sarah

Sarah Healy possesses a Bachelor of Education degree from the University of Alberta. She has over 30 years of experience as a teacher and Student Services Coordinator for the Northern Gateway School Division. Ms. Healy has considerable experience working with families, principals, teachers, staff and special needs students requiring support through special programming. She retired in 2014.

Holloway, Amanda

Amanda Holloway possesses a Bachelor of Social Work degree, and is the Executive Director of the Canadian Mental Health Association in Fort McMurray. She is a registered Social Worker who has been practicing in the profession since 2007, with a primary focus in addictions and mental health and supporting vulnerable and marginalized populations. Throughout her career, Amanda has had extensive experience supporting individuals who utilize the programs under which appeals are heard.

Kavaz, Vesna

Vesna Kavaz has been involved in quasi-judicial appeal adjudication since 2016, when she was appointed to five Community and Social Services Appeal Panels. In 2020, she was appointed to Appeals Commission for Alberta Workers’ Compensation. She is experienced in administrative proceedings, interpretation and application of legislation, decision making, and decision writing. Previously, Vesna worked at NorQuest College, Athabasca University, agencies and schools. Vesna holds university credentials from Simon Fraser University and University of Zagreb. 

Kenny, Kay

Kay Kenny has a Bachelor of Recreation Education degree and a Management Skills certificate with an employment history in recreation, providing opportunities for healthy living and physical activities for children, adults and families. Ms. Kenny’s governance experience includes Alberta Sport, Recreation, Parks and Wildlife Foundation, Alberta Recreation and Parks Association, Volunteer Central in Red Deer and was a Legacy Community member for the 2019 Canada Winter Games Society.

Konelsky, Dawn

Dawn Konelsky served on the Assured Income for the Severely Handicapped and Income and Employment Supports Appeal Panels, as School Trustee for nine years, a County Councillor in Brazeau for six years, and as a panel member of the Arbitration and Professional Standards Committee of the Realtor’s Association of Edmonton. Dawn holds Administrative, Advocate and Tribunal Member certificates from the Foundation of Administrative Justice. She has extensive entrepreneurial and business experience in real estate.

Kwiatkowski, Ken

Kenneth Kwiatkowski is a paraplegic and has worked as a Client Service Coordinator for the Canadian Paraplegic Association for 10 years. He has served as a Town Councillor since 2007 and his governance experience includes Chair of the Municipal Planning Appeal Committee and Regional Fire Committee, and member of the Recreation Board, Community Futures Board and Town of St. Paul 150 Planning Committee.

Mankowski, Monica

Monica Mankowski has a Masters in Education and a Bachelor of Education Specialization in Special Education. She is the Deputy Superintendent, Inclusive Education with the Fort McMurray Catholic School Division. Monica has over 30 years experience in the area of student services, with specific expertise working with vulnerable children and families.

Mueller, Caren

Caren Mueller has extensive experience serving on boards and committees, and has completed numerous courses and workshops throughout her time as a board member and trustee. She previously served as a member of the Northeast PDD Board and the CFSA Region 7 and was an elected trustee for the Evergreen Catholic School Regional Division for 18 years. Ms. Mueller remains active in her community and governance experience includes President of her local Catholic Women’s League and as a member of the Service Alberta Consumer Programs Appeal Board.

Pohl, Catherine

Catherine Pohl holds a master’s in criminology from the University of Ottawa and a Bachelor of Arts degree from Saint Francis Xavier University. She is a retired registered social worker and former practicing mediator. Her employment history includes supervision of child intervention services in Wetaskiwin, Ottawa and Calgary; regional management of child intervention, FSCD services, facility investigations and special case reviews. She has provided policy and practice guidance to staff on complex child intervention matters.

Reschke, Karen

Karen J. Reschke has practiced law in both Edmonton and Calgary, and has been instructing at MacEwan University for over 20 years. She teaches in the area of ethics and administrative law, as well on a variety of other legal topics. She holds a Master’s Degree in Library and Information Studies, and also teaches in MacEwan’s Library and information Technology Program. In addition, she has served on the board of a patient support group based in Edmonton.

Rosettis, Thomas

Thomas Rosettis possesses a Bachelor of Arts in Sociology degree from the University of Calgary. He retired from the Alberta government in 2013 after a long career where he worked in frontline casework and management roles. Mr. Rosettis governance experience the Chinook Country Historical society and his local community association.

Santiago, Tony

Tony Santiago possesses a Master in Business Administration degree, a Master of Arts in Conflict Resolution degree, a Bachelor of Arts Communication degree, and a Diploma in Immigration Consulting. He is an Immigration Consultant with Visa Smart Canadian Immigration Consultants, and a former Immigration consultant Instructor with the Academy of Learning in Edmonton. Tony is the current Chairperson of the Philippine Events and Arts Society.

Skuban, David

David Skuban possess a Bachelor of Management and Finance Diploma. He is the Senior Account Manager with Univar Solutions, and has over 16 years of experience working in the energy industry. David is a long time member of the Knights of Columbus, a board member for the REAL foundation in support of Elk Island Catholic Schools, and a coach for various youth sports teams.

Stelmachovich, Donna

Donna Stelmachovich possesses a registered nurse designation from St. Michaels School of Nursing and completed the Health Care Administration Program at the University of Saskatchewan. Her governance experience includes Vice President of the Chinook Health Region where she provided the second last level of appeals for AISH, FSCD and PDD clients disputing service and funding levels. Ms. Stelmachovich retired as the Vice-President of Seniors Health for Alberta Health services in 2010.

Tingley, Donna

Donna Tingley possesses a Bachelor of Laws degree and a Bachelor of Arts degree from the University of Calgary. She has been a member of a number of environmental committees and task forces including the Alberta Round Table on Environment and Economy. She has been an active volunteer with Boyle Street Community Services. Her governance experience includes the Natural Resources Conservation Board, the Surface Rights Board, the Alberta Energy and Utilities Board and the Alberta Utilities Commission.

Urlacher, Eva

Eva Urlacher has completed a variety of professional development coursework with a focus on financial management, economic development and leadership. Her governance experience includes Chair of the Cold Lake Medical Development Fund and Hospital Foundation, Secretary and Treasurer of Cold Lake Agricultural Society and Cold Lake Kinisoo Performing Arts, and member of the Northern Alberta Development Council and Hearts for Healthcare. Ms. Urlacher is a former Councillor and Reeve for the Municipal District of Bonnyville.

Woodman, Mike

Michael Woodman possesses a Police Management certificate from the University of Alberta. He is a co-founder of the FASD Justice Support Project for Youth. His governance experience includes the Centre for Family Literacy Board, New Parents Society Advisory Committee, Child Poverty Action Group, and the Success By 6 Community Team. He is a retired Police Officer with 35 years’ experience. Throughout his career he has worked closely with governmental and non-profit agencies to improve the lives of children and families.

Corcoran, Bill

Bill Corcoran holds three university degrees, including a Masters of Science in Human Resource Management from the University of British Columbia, and is a retired college instructor. He has extensive volunteer experience and has sat on numerous boards and committees at the local, provincial, and national levels. In 2017, Bill received the George Repka Award from the City of Grande Prairie for longstanding volunteer service and contribution to the community.

Dougall, Carol

Carol Dougall has extensive experience with quasi- judicial Appeal Panels including AISH, Income Support, Family Support for Children with Disabilities and Child, Youth and Family Enhancement. Carol is an active community volunteer and a former member Youth Justice Committee. She is also a former self- employed Event Specialist, created and managed major events, including fundraising events for charitable organizations.

Howg, Noren

Noren Howg holds a Bachelor of Science in Chemistry and a Law Degree from the University of Ottawa. She is a lawyer in good standing called to the Law Society of Alberta, and works with the TransAlta Corporation to provide legal counsel. Noren has experience as the Board member for the Association of Women Lawyers.

Stadnyk, Nichole

Nichole Stadnyk holds a Registered Retirement Consultant designation in financial planning, and is a mature university student majoring in sociology and psychology. She will be seeking a PhD in clinical psychology. Nichole has worked as a financial planner, business manager, hotel manager, and direct sales leader, and has Rotary, parent council, non-profit youth camp, and Kidsport executive experience. She is a taekwondo black belt, coach, instructor and referee.

Tiessen, Jamie

Jamie Tiessen brings experience and extensive knowledge of governance, tribunals and policies, with expertise in administering, supporting and delivering programs and services that represent the interests of residents, government and stakeholders. Jamie has served the public on many boards and tribunals including the Appeals panels for the ministries of Human Services and Health. Throughout his 23-year career in media and broadcasting, he has operated radio stations and broadcast networks in the Calgary area, and held positions as an executive, director, chairperson and consultant.

Yang, Samantha

Samantha Yang Xin has an Early Learning and Child Care certificate from YingGe Training Centre in Taiwan. She is the Director of the Chinese Professionals and Entrepreneurs Association of Calgary, and also serves as Chair of their Fundraising and Marketing Committee. Samantha has extensive volunteer experience, including serving as Founding Vice Chair of the Calgary Construction and Renovation Industrial Association and Founding Chair of the Calgary Chinese Outdoorsman Association.

Ascroft, Thomas

Thomas Ascroft is a retired member of the Lethbridge Police Service with 31 years of service, achieving the position of Inspector in charge of criminal investigations. He served for many years as a member of the Lethbridge City Social Housing Committee, completing terms as Vice-Chair and Chair. He has also served on the Community and Social Development Committee and the City of Lethbridge’s Community Wellness and Safety Strategy Committee.

Dutt, Vimmi

Kanwalpreet (Vimmi) Dutt holds a Masters of Business Administration in Marketing, a Masters of Arts in Sociology and a Masters of Philosophy. She is a Marketing Strategist with extensive experience in developing, managing and analyzing marketing and communication strategies to promote organizations’ offerings and improve services. Competencies required for members of the Citizen’s Appeal Panel include understanding the quasi-judicial appeal process and issues impacting Albertans, the ability to apply legislation, and communication, teamwork, and writing skills. Ms. Dutt was directly recruited and appointed on the basis of acceptably meeting the competencies, skills and attributes as described above.

Gogo, Dango

Dango Gogo holds a Masters in International Affairs from Carleton University and a Bachelor of Laws from the University of Ottawa. Ms. Gogo is a Managing Partner at Don Scott McMurray Law Office and an Instructor of Business Law at Keyano College. She has extensive governance experience, including President of the Board of Directors of the Multicultural Association of Wood Buffalo, Chair of the Board of Directors of King’s Kids Promotions Outreach Ministries and a member of the Board of Directors of the Legacy Counseling Centre and UCB Canada. Competencies required for members of the Citizen’s Appeal Panel include understanding the quasi-judicial appeal process and issues impacting Albertans, the ability to apply legislation, and communication, teamwork, and writing skills. Hundal, Gurvinder

Gurvinder Hundal holds her Canadian Financial Planner Certification from Mount Royal University. She has over 30 years of experience working in the financial industry as a general manager, financial officer, consumer lender, collection officer and branch manager. Competencies required for members of the Citizen’s Appeal Panel include understanding the quasi-judicial appeal process and issues impacting Albertans, the ability to apply legislation, and communication, teamwork, and writing skills. Ms. Hundal was directly recruited and appointed on the basis of acceptably meeting the competencies, skills and attributes as described above.

Main, Evelyn

Evelyn Main holds a Bachelor of Arts with Honours in Psychology, as well as certifications in project management and business and career coaching. Her volunteer experience includes leadership coaching with YW Calgary, leadership with various art committees with the Calgary Stampede, board member of the Mount Royal College Foundation and Calgary Opera. Ms. Main is a Transition Coach with Elevate, working as an individual and team coach and facilitator. Competencies required for members of the Citizen’s Appeal Panel include understanding the quasi-judicial appeal process and issues impacting Albertans, the ability to apply legislation, communication, teamwork, and writing skills. Ms. Main was directly recruited and appointed based on acceptably meeting the competencies, skills and attributes as described above.

McMullin, Lisa

Lisa McMullin holds a Masters of Education from the University of Lethbridge. She had a career spanning over 35 years serving School District #51 Lethbridge as a teacher, counsellor, school-based administrator and as a district administrator. During that time, her volunteer commitments included chairing the Family Centre Lethbridge board. Ms. McMullin’s mission is to live life with integrity, empathy and to be a positive influence in the lives of others.

Price, Anne

Dr. Price holds both a Ph.D. and a Masters Degree in Educational Psychology (Special Education). She is a registered psychologist and Director of Clinical Services at CanLearn Society, a non-profit organization in Calgary. She has served on several committees, including the LD and ADHD Network, and the Professional Advisory Committee to the Learning Disabilities Association of Canada. Dr. Price has received several awards, most recently the Jean and Dick Pettifor Memorial Award from the Psychologists Association of Alberta in 2018. Competencies required for members of the Citizen’s Appeal Panel include understanding the quasi-judicial appeal process and issues impacting Albertans, the ability to apply legislation, and communication, teamwork, and writing skills. Dr. Price was directly recruited and appointed on the basis of acceptably meeting the competencies, skills and attributes as described above.

Caleffi, Vince

Vince Caleffi holds a Bachelor of Business Administration from the University of Athabasca, as well as numerous professional certificates from different institutions. He worked in the criminal justice system for over 40 years, serving with both the Calgary Police Service and the Alberta Sheriffs. Mr. Caleffi’s governance experience includes serving as an adjudicator on the Parole Board of Canada. He has received numerous awards for his contributions to public safety, including an Exemplary Service Award from the Government of Canada.

Andrews, Debi

Ms. Andrews has a Diploma in Business Administration/Financial Management, an Occupational Health and Safety Certificate from the University of Alberta and Accounting Diploma from Mount Royal College. She has an extensive history as a safety and training officer, most recently having worked as an Occupational Health and Safety Consultant with the City of Edmonton. Ms. Andrews has volunteered with the Drumheller Dragons Junior A Hockey Club, the Drumheller Hospital Foundation, and the Make A Wish Foundation.

Chipeur, Stephanie

Stephanie Chipeur has a background as a lawyer (J.D., University of Toronto ‘09) and is a member of the Law Society of Ontario. She completed graduate studies in law at McGill University (LL.M. ‘14, D.C.L. ‘21). Stephanie is a postdoctoral fellow with the Disability Policy Research Program at the University of Calgary’s School of Public Policy. She has been a wheelchair user since 2014 and brings both lived and academic experience with disability to her role as a member of the Citizen's Appeal Panel.

Evans, Susan

Ms. Evans was a Councilor for Sturgeon County for six years, where she served on such boards as the Environmental Protection Appeal Board and the Community Services Advisory Board. She also has extensive community involvement, including as an executive member of Big Brothers Big Sisters Edmonton and Region and as a Governance Committee member for the Community Learning Network (Alberta). Ms. Evans received the United Nations International Women’s Day Award as an Advocate for Children and Families.  Competencies required for the Citizen’s Appeal Panel include the ability to apply legislation, make fair and impartial decisions, and give written reasons for decisions. Members must also have good communication and computer skills. Ms. Evans was directly recruited and appointed on the basis of acceptably meeting the competencies, skills and attributes as described above.

Kadatz, Jeanine

Ms. Kadatz has a Bachelor of Management from the University of Lethbridge. She has worked for TD Canada Trust since 2019, most recently at TD Securities as the Executive Assistant to the Deputy Chairwoman.

Kam, Karsmina

Ms. Kam has a Bachelor of Applied Science from the University of Toronto. She is a Professional Engineer who has worked at Imperial Oil since 2018, most recently as a Loading Technical Lead where she works with technical departments to achieve safe and effective operation. Competencies required for the Citizen’s Appeal Panel include the ability to apply legislation, make fair and impartial decisions, and give written reasons for decisions. Members must also have good communication and computer skills. Ms. Kam was directly recruited and appointed on the basis of acceptably meeting the competencies, skills and attributes as described above.

MacDonald, Bradley

Mr. MacDonald is completing a Bachelor of Laws Graduate Studies through the University of London. Prior to this, he had a 30 year career with Edmonton Police Service (EPS), ten of which he was a Superintendent. Through the EPS he participated in many projects, such as the creation of the Edmonton Police Foundation. Mr. MacDonald has participated on several committees, including Chair of the National Law Enforcement Interoperability Committee. He has received many accolades, including the Queen’s Diamond Jubilee Medal for outstanding community service in 2015.

St. Dennis, Monica

Monica St. Dennis has worked for ATB Financial for approximately 21 years and is currently the Community Manager for Sundre and Caroline. She grew up knowing that volunteering and giving back to your community and individuals was part of everyday life. Ms. St. Dennis sits on a few boards and enjoys every minute of it. Ms. St. Dennis trained as a legal assistant at Career College in Calgary. She has been the Branch Manager for ATB Financial in Sundre, Alberta since 2009. Tsang, Alexander

Mr. Tsang served in the military for 31 years, retiring in 2007. Following this, he held the “civilian” position with the United Nations War Crimes Tribunal, collecting, collating, interpreting data for war crime prosecution against high profile war criminals. Mr. Tsang has been a member of the Edmonton United Services Institute since 1983 and President since May 2012. He has served as a director of the Alberta Chapter of the Last Post Fund since 2010, and was the Chair of the Edmonton Salutes Committee from 2017 to 2021. Competencies required for the Citizen’s Appeal Panel include the ability to apply legislation, make fair and impartial decisions, and give written reasons for decisions. Members must also have good communication and computer skills. Sanderson, Kim

Ms. Sanderson holds a Master in Criminal Justice Administration and a Bachelor of Arts in Criminology, both from the University of Alberta. She is an experienced leader with over 30 years of experience in the public sector. Ms. Sanderson spent her early career working with vulnerable youth, adults and their families. In the latter part of her career, her work centered around working with partner agencies and ministries to improve outcomes for Albertans.

Andres, Donna

Ms. Andres served over 20 years working in the subsidized housing industry, both as a board member and a manager. She previously served 12 years as an elected official for the City of Wetaskiwin. Ms. Andres has gained experience and knowledge of governance having served on countless Boards, committees and local service organizations. She remains active in her community as a Board Member on the Wizard Lake Watershed and Lake Stewardship Association.

Enns, Christine

Christine S. Enns was first appointed to the Law Enforcement Review Board in 2011, and designated as Chair in 2021. After a career as a professional musician with the Edmonton Symphony Orchestra, Ms. Enns was admitted to the Law Society of Alberta in 2002 initially working in private legal practice, then with the Alberta Human Rights Commission as a Human Rights Officer. Ms. Enns also serves on the Appeals Commission for Alberta Workers’ Compensation.

Gilbert, Pat

Ms. Gilbert holds a Master of Social Work from the University of Calgary. She worked with Alberta’s Department of Children’s Services for 30 years holding roles that facilitated service provision to families, research and application of emerging and best practices. She has made significant contributions to program, policy and legislative changes that enhanced the lives of children and families. Ms. Gilbert was also a Session Instructor at Mount Royal University between 2008 and 2010.

Jossa, Dianna

Ms. Jossa holds a Master of Social Policy and Administration from Carleton University as well as a Certificate in Tribunal Administrative Justice. She has enjoyed a career in public service and has extensive experience in the management of health and social service programs, and has been a Registered Social Worker in Alberta since 2000. Ms. Jossa has served on a number of Boards and Commissions including the Appeals Commission for Alberta Workers' Compensation, the Alberta Hospice and Palliative Care Association and the Calgary Distress Centre.

Knight, Tracy

Ms. Knight holds a Bachelor of Laws from the University of British Columbia. She is a member of the Senior Research Counsel for the Alberta Securities Commission, advising on a wide variety of law and policy. Prior to this, Ms. Knight acted as litigation counsel in family law matters, including child protection. She is a member of the Canadian Institute for the Administration of Justice and the Canadian Bar Association.

Ray, David

Mr. Ray holds a Bachelor of Arts from the University of Alberta and a Bachelor of Social Work from the University of Calgary. He worked with the Government of Alberta for 34 years, mainly with Indigenous communities, as both a social worker and a Senior Manager in policy and program development. Mr. Ray has extensive committee experience, having been Chair or Co-Chair of several committees, both Provincial and National. He has received various awards and honours, including a recent nomination for the Queen Elizabeth II Platinum Jubilee Medal.

Paterson, Richard

Mr. Paterson holds a Bachelor of Science in Mining Engineering and has worked in the mining industry for over 40 years. His board experience includes former Chair of the Strathcona County Energy Exploration Advisory Committee and past member of the Strathcona County Subdivision and Development Appeal Board. Mr. Paterson is an active volunteer in his community, including natural disaster clean-up work through Samaritan’s Purse, and taking multiple journeys to Kenya to assist in the construction of an orphanage through Bethel Lutheran Church.

Catonio, Colin

Colin Catonio serves as Vice-Chair on the Lethbridge Family Services Board of Directors. His 35 years of police service experience has lent to a sound knowledge of administrative law processes and quasi-judicial hearings. Mr. Catonio’s governance experience includes Chair of the City of Lethbridge Disability Partnership, Vice-Chair and Board member of the Special Forces Pension Plan Board, Police Service representative of the Domestic Violence Action Committee, and a member of the Community Substance Abuse Response Team.

Farkas, Kris

Kristine became the Human Services Appeal Panels Edmonton Regional Vice-Chair and hears decisions for Assured Income for the Severely Handicapped (AISH), Child Care Licensing (CCL), Child, Youth and Family Enhancement (CYFE), Income and Employment Supports (IES) and Persons with Developmental Disabilities (PDD). She has provided mentorship and advice to fellow panel members from her years of experience on boards. Kristine has a Bachelor of Law and Bachelor of Commerce from the Uof A.

Lavoie, Dianne

Dianne Lavoie is a long time realtor, and recently became the broker with Royal Lepage Valley Realty. She hase served on countless boards and committees, including 13 years as a member and Board Chair on the Holy Family Catholic School Board. Currentl, Dianne is Vice-Chair for the Northern Regions for the Community and Social Services Appeal Panels.

Zarb, Lise

Lise Zarb has significant appeal panel experience. She has served on several quasi-judicial administrative tribunals in Alberta, including seven years on the Child Youth and Family Enhancement Act appeal panel, and two years on each of the panels created under the Assured Income for the Severely Handicapped Act, the Income and Employment Supports Act and the Protection for Persons in Care Act. In May 2017 Ms. Zarb is appointed to the Citizen's Appeal Panel, which hears appeals under six different pieces of legislation affecting children and vulnerable adults. After an honours degree from McGill University, Ms. Zarb graduated with an LLB from the University of Western Ontario and was called to the Bar in 1995. She has studied social work at the graduate level at the University of Toronto and later practiced child protection law in London, England for five years. Her community service includes terms as a board member at Discovery House Family Violence Prevention Society in Calgary and as an executive board member at Humewood House, an organization which empowers young pregnant and parenting mothers in Toronto. Ms. Zarb currently performs as a violinist with the Calgary Civic Symphony.

Claughton, Tim

Tim Claughton is a graduate of the 5 Star Avitan Business Resource training program. In addition to building his own Water Treatment business, he mentored small to medium enterprises as a Consultant and engaged in contract work for municipal organizations and construction companies starting in 1991. Tim has led initiatives from new building committees and board development and served on local community boards as a member and executive. In 2005, he received the Alberta Centennial Medal awarded for significant contributions to his fellow citizens, community and to Alberta. Tim also served for six years in the Naval Reserve in Calgary at HMCS Tecumseh. Competencies required for the Citizen's Appeal Panel include the ability to apply legislation, make fair and impartial decisions, and give written reasons for decisions. Kassian, Brent

Brent Kassian holds a Bachelor of Science in Physical Therapy degree from the University of Alberta. He was the President of Capilano Rehab Centre and has worked in the field of rehabilitation and sports medicine. He is the Pro Chaplain for the Edmonton Elks Football Club. Brent's governance experience includes serving on the College of Physical Therapists of Alberta, the Alberta Physiotherapy Association Insurance Task Force, and the Alberta Department of Labour’s WCB Advisory Committee. Competencies required for the Citizen's Appeal Panel include the ability to apply legislation, make fair and impartial decisions, and give written reasons for decisions. Kuhse, George

George Kuhse holds a diploma from the University of Alberta. He served with the Canadian Armed Forces before and while working over 42 years as an executive with the Edmonton Transit System. He is experienced in dispute resolutions and arbitrations. Now retired, George continues to consult in the areas of leadership, training, budgeting, etc. He has been involved in several community groups, including serving as Director of The Edmonton United Services Institute, and the Last Post Fund. Parmenter, Robert

Robert Parmenter completed the Funeral Directors Program at Mount Royal University as well as courses in Sales Education Administration and Professional Leadership. He is the owner and Funeral Director of Robert Anderson Funeral Services and has worked as H.R. removal at the Medical Examiners of Alberta since 2011. Robert is very active in his community, having volunteered with the Special Olympics and the Keyano Theatre, and has served as Chairman and board member for the Fort McMurray Community Advisory Committee. Competencies required for the Citizen's Appeal Panel include the ability to apply legislation, make fair and impartial decisions, and give written reasons for decisions. Williams, Kathy

Kathy Williams holds a Teacher Assistant Program Certificate from Red Deer College, and has been working as an Educational Assistant since 2003. She also works for Accredited Supports to the Community in Olds as a Community Support Worker and Team Manager, where she supports adults with disabilities reach their personal outcomes and community connections. Bell, Elizabeth

Elizabeth Bell possesses a Bachelor of Biblical Studies degree from the Peace River Bible Institute, supplemented by certificates in Business Management and Foundations in Family Literacy. Ms. Bell has experience as an Executive Director for non-profit organizations and experience as a family literacy manager.

Cunningham, Karen

Karen Cunningham possesses two years of university general studies coursework through Northern Lakes College, supplemented by post-secondary modern management at the University of Alberta, and career counselling courses through Concordia College. Her governance experience includes the Region 10 Metis Settlements Children and Family Services Board for approximately seven years. Ms. Cunningham is a Social Development Director at Driftpile First Nation and has experience as an income support worker.

Dixon, Donna

Donna Dixon possesses a Master of Laws from the University of New South Wales, Bachelor of Laws degree from the University of Toronto, and a Bachelor of Arts degree from the University of Alberta. She has extensive legal experience including appeals with the Canada Revenue Agency and the Tax Court of Canada. Ms. Dixon’s governance experience includes Calgary Multisport Fieldhouse Society, Canadian Masters Athletics and Athletics Alberta. She has also volunteered with Calgary Friends of Burma to sponsor refugee families to Canada.

Erickson, Robbyn

Robbyn Erickson possesses a Social Work diploma from Maskwacis Cultural College. Her career experience includes working as a Family School Liaison Worker and as a School Trustee within the Wetaskiwin area. As a trustee, Ms. Erickson has chaired expulsion hearings—an exercise that has provided her with experience in working with legislation.

Heinemann, Eugene

Eugene Heinemann holds a Bachelor of Arts degree from the University of Alberta and has extensive experience as a social worker, child welfare worker and district manager with Alberta Family and Social Services. Mr. Heinemanns’ governance experience includes PDD Community Board and the Central Alberta Fetal Alcohol Spectrum Disorder Society.

Hildebrand, Sandra

Sandra Hildebrand possesses a Juris Doctor degree from the University of Calgary, and Bachelor of Arts degree from the University of Manitoba. She is a practicing lawyer in family law, wills and estates, real estate and intellectual property. She is also a Civil Advising Lawyer with Student Legal Assistance at the University of Calgary and has instructed law courses. Her governance experience includes the Legislative Review Committee of the Canadian Bar Association, Alberta Branch, and a Dispute Resolution Officer at the Court of Queen’s Bench.

Littlechild, Ruby

Ruby Littlechild is Plains Cree and originally from Maskwacis, Alberta. She has made Edmonton her permanent home over the past 10 years. Ruby is of Treaty 6 descent and comes from the bloodline of Wandering Spirit, one of Big Bears’ revered spiritual warriors. Ruby's primary passion is promoting

inclusion, equality, higher education, diversity, mentoring, healing from colonization for Indigenous people, and working towards the alleviation of systemic barriers, stigmas and stereotypes associated with Indigenous people.

She has completed a Master’s degree in Education, and is currently working on her Master’s degree in Business Administration. Ruby has previously worked for the Government of Alberta, the Association of Professional Engineers and Geoscientists of Alberta and is currently the Manager of the Alberta Aboriginal Construction Career Centre at NorQuest College. She has previously sat on Alberta’s Child and Family Services Authority Board for the Government of Alberta and is currently the National Student Director for the CANDO Board, a national Indigenous economic development board.

Ruby believes that collaboration, stakeholder engagement, reclaiming Indigenous identity, and the understanding of historical and cultural awareness are key factors in successful Indigenous community economic development. She advocates for Indigenous employment inclusion in not only the Alberta construction industry, but all industries that impact the economy.

Meyette, Paul

Paul Meyette possesses a Bachelor of Environmental Studies degree from the University of Waterloo. He has significant experience in community planning with the City of Red Deer. Mr. Meyette's governance experience includes Co-Chair of the Subdivision and Development Appeal Board for the County of Stettler and as Chair of the Governance Committee for the Red Deer Regional Airport Board, in addition to volunteer experience with the United Way Campaign, Red Deer Community Foundation and Heritage Preservation Committee.

Moorhouse, Timothy

Timothy Moorhouse holds a Master of Arts degree and Bachelor of Arts degree from the University of Alberta supplemented with a Public Administration certificate. He has many years of experience in senior management positions, including Executive Director of Community Partnerships with Alberta Children and Youth Services and Director of Community Services with the City of Edmonton. Mr. Moorhouse currently operates as a self-employed consultant with an emphasis on organizational effectiveness and facilitation training.

Morris, Laurette

Laurette Morris possesses a Bachelor of Arts degree from the University of Alberta and has completed the Senior and Executive Managers Development program. She retired in 2013 after 35 years of service with the Government of Alberta in front-line social work and management positions. Ms. Morris’ governance experience includes Heritage School Society for Language and Learning Development and Chair of several school parent councils. Ms. Morris is also a former board member of WINGS (Women in Need Growing Stronger) and chaired the Operations Committee.

Polzin, Tim

Tim Polzin possesses a Bachelor of Arts degree from Michigan State University and Graduate Studies in Physical Geography from Michigan State University and the University of Manitoba. He retired as a senior manager of Sustainable Resource Development with the Alberta government in 2009, and has remained an active volunteer in his community. Mr. Polzin has a daughter with severe disabilities who is a recipient of AISH and he is her designated legal guardian.

Steinke, Elaine

Ms. Elaine Steinke possesses a Bachelor of Arts degree from the University of Lethbridge. Her governance experience includes member of the Lethbridge Big Brothers and Big Sisters Board and volunteer Curator of the Lebel Gallery in Pincher Creek. Ms. Steinke’s previous work experience includes being a Volunteer Manager at St. Michael’s Health Centre in Lethbridge, as a Regional Coordinator for the Kidney Foundation and as a Lethbridge Family and Community Support Services Community Services Coordinator.
